The dispatch clearly stated, according to the National Center for Hydro-Meteorological Forecasting: At 07:00 on November 3, the center of storm Kalmaegi was at about 10.7 degrees North latitude; 129.0 degrees East longitude, in the sea east of the central Philippines. The strongest wind near the storm center is level 11 (89-102km/h), gusting to level 15. Moving in the West Southwest direction at a speed of about 25km/h.

Forecast of the impact of the storm: From around the afternoon of November 4, the sea area east of the central East Sea will have winds gradually increasing to level 6-7, then increasing to level 8- 9; the area near the center of the storm will be strong at level 10-12, gusts of level 14-15, waves 5.0-7.0m high; from around November 5 to 6, the area between the East Sea (including Truong Sa special area), the sea area off the coast of Da Nang - Khanh Hoa is likely to be affected by strong winds of level 12-14, gusts above level 17, waves 8.0-10.0m high. The sea is rough.

To proactively respond to storm Kalmaegi (storm No. 13, near the East Sea) and deploy Official Dispatch No. 206/CD-TTg dated November 2, 2025 of the Prime Minister on focusing on quickly overcoming the consequences of floods in the Central region, the Ministry of Construction requests that heads of agencies and units, based on their functions and tasks, continue to focus on guiding and supporting localities to overcome landslides and isolation as quickly as possible, ensuring smooth traffic, especially on key traffic routes, routes serving rescue work according to the direction of the Prime Minister in Official Dispatch No. 206/CD-TTg dated November 2, 2025; at the same time, direct agencies and units to be ready to immediately deploy measures to respond to storms Kalgima with the spirit of determination, from the highest level, from the highest level to ensure the safety of people in the country, and ensure the safety of people in all emergency situations, and ensure the safety of people in the country.

The Vietnam Railway Authority and Vietnam Railway Corporation directed railway management and maintenance units to continue to strictly implement the patrol and guarding regime for works and vulnerable locations, key areas such as: Bridges and weak roads prone to flooding; areas prone to flash floods, steep pass sections often with fallen rocks, collapsed soil, railway areas downstream of dykes, irrigation dams, reservoirs.

Direct units to focus on means, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.
