Tomorrow morning (November 5), the storm will move into the East Sea, becoming the 13th active storm in the East Sea in 2025. After entering the East Sea, the storm will continue to strengthen to level 13-14, gusting to level 16-17 and moving towards the sea and mainland areas of the Central and South Central regions of our country. The storm may reach level 13-14, gust level 16-17 in the Truong Sa special zone (Khanh Hoa) and in the offshore waters from Da Nang to Khanh Hoa; level 12-13, gust above level 15 in the coastal waters (including Ly Son special zone).
This is a very strong storm, after entering the East Sea, it will continue to strengthen, and the range of strong winds will be very wide. In the context of the Central region having just experienced a long historic heavy rain, causing heavy damage, to proactively prevent, avoid and respond to storm Kalmaegi and floods after the storm, ensuring the safety of people's lives, minimizing property damage, first of all for ships and activities at sea, along the coast and mainland of our country. To focus on responding to storm Kalmaegi and implementing the direction of the Prime Minister in Official Dispatch No. 208/CD-TTg dated November 4, 2025, the Ministry of Construction requires agencies and units to urgently carry out a number of the following tasks:
Heads of agencies and units closely monitor the storm's developments, continue to implement Official Dispatch No. 83/CD-BXD dated November 3, 2025 of the Ministry of Construction on focusing on quickly overcoming the consequences of floods in the Central region and proactively responding to storms near the East Sea (storm Kalmaegi); do not be negligent, subjective, organize monitoring, updating, grasping the situation, proactively, promptly direct and immediately deploy measures to prevent, avoid, and respond to storm Kalmaegi and floods after the storm according to their functions, tasks, and authority with the motto " proactive early, from afar", "decently worrying", with the most drastic spirit, anticipating the worst scenario, implementing the highest level of preventive and response measures to ensure absolute safety for people, safety of the State, and not limiting any damage and property in all unexpected situations.
Specialized management departments, based on the specific situation and developments of the storm, organize working groups to inspect, urge, and coordinate with localities to deploy storm response work; direct agencies and units to review and be ready to deploy work to ensure the safety of civil works, construction activities, and ensure traffic safety during the storm.
The Vietnam Maritime and Waterways Administration shall continue to maintain and coordinate with competent agencies and local authorities to review and count all ships and means of transport operating at sea, along the coast, and river mouths in areas at risk of being affected by storm Kalmaegi; by all measures to inform the developments of the storm to ships and means of transport still operating at sea; call on and guide ships and means of transport to move out or not enter areas at risk of being affected by storms or to safe storm shelters; guide and support people to deploy necessary measures to ensure safety for ships at anchorage sites (not to let them sink at shelters).
Direct the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas where storm Kalmaegi is expected to directly affect to be ready to coordinate with relevant agencies, units and forces to deploy response and search and rescue work as quickly as possible when situations arise.
Department of Construction of localities in areas affected by storms:
Within the scope of management, direct the work of ensuring absolute safety for civil works, construction activities, ensuring smooth and safe traffic during the time of direct impact of the storm.
Direct relevant units to inspect and review locations at risk of flooding and traffic congestion to have a plan to drain water quickly and limit traffic congestion. Arrange human resources, vehicles, and machinery to be on duty to ensure early drainage and prevent flooding at flooded areas in urban areas.
Pay attention to ensuring the safety of people and vehicles in the work of overcoming flooding, inundation, and drainage.
Direct tree management units in urban areas to conduct inspections and have plans to cut and prune trees at risk of breaking and falling, causing unsafe traffic and construction works in urban areas. Prepare human resources, machinery, and equipment to be ready to clean up and handle broken and fallen trees to ensure smooth traffic in the fastest time.
Vietnam Maritime Information Technology Co., Ltd. directs the coastal information station system to increase the broadcasting time of announcements and warnings about the direction of storm Kalmaegi; guide and call on ships not to enter or exit the danger zone to safe shelters.
