In the joyful atmosphere of the whole country celebrating the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025), the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), from the morning of September 1, a large number of people in Dien Bien province gathered at the cultural houses of the village/ locality, the headquarters of the People's Committee of the commune/ward to receive a gift of 100,000 VND.
In Bung Lao commune, the work of giving gifts to the people was carried out from the afternoon of August 31. With a total of more than 19,660 people, equivalent to more than 1.9 billion VND, the commune has established mobile payment teams at 27 locations (village headquarters/village cultural house) in 39 villages.
According to the leader of Bung Lao commune, the commune government has closely coordinated with the commune police to review and compare population data, ensuring the list is accurate and no missing subjects. By noon on September 1, the commune had completed over 96% of giving gifts to households.
Talking to Lao Dong, Mr. Quang Van Bien (Bung village, Bung Lao commune) - said: "We are very happy and excited. The gift shows the concern of the Party and the State, bringing joy and pride to the people during the great national holiday. Everyone feels warm".
Similarly, in Na Tau commune, as of noon on September 1, 98% of people have received gifts. The payment process was carried out publicly, transparently, and to the right subjects, contributing to spreading the spirit of solidarity and patriotism.
In the border commune of Nam Ke, the commune government has organized 2 concentrated gift-giving points for people, ensuring convenience. The People's Committee of the commune also promotes propaganda on all means from the grassroots media system to social networking platforms, so that people can grasp information.
In particular, at the gift-giving point of Pa My Cultural House (Nam Ke commune), although the road is still difficult to travel, from 6am (September 1), a large number of people were present, everyone was excited and eager when the Government gave gifts of 100,000 VND/person on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
Previously, as Lao Dong reported, Dien Bien province has supplemented funds for communes and wards from the central budget to supplement the target for local budgets (in Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister) to give gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2 with a total budget of nearly 66.283 billion VND.
Also according to this decision, the Chairmen of the People's Committees of communes/wards shall preside over and be responsible for directing specialized agencies and affiliated units to coordinate with the police and functional agencies of the province to give gifts according to regulations and report the implementation results to the Provincial People's Committee through the Department of Finance and the Provincial Police.
According to the review, the whole province of Dien Bien currently has 142,825 households with 662,829 people.
Previously, on August 29, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The Resolution clearly states that 100,000 VND/person will be donated to Vietnamese citizens and people of Vietnamese origin who have been granted an ID certificate residing in Vietnam, have been collected, updated, and issued personal identification numbers in the National Population Database at the end of August 30.
