Recently, Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee signed Decision No. 1972 on supplementing funding for communes and wards to give gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
Accordingly, additional funding for communes and wards from the central budget will be targeted for local budgets (in Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister) to give gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2 with a total budget of nearly 66.283 billion VND.


Also according to this decision, the Chairman of the People's Committees of communes and wards shall preside over and be responsible for directing specialized agencies and affiliated units to coordinate with the police and functional agencies of the province to give gifts according to regulations and report the implementation results to the Provincial People's Committee through the Department of Finance and the Provincial Police.
In case the additional funding source is not fully utilized, the remaining funds must be returned to the provincial budget to synthesize the return to the central budget.
In case of lack of funding for implementation, the People's Committee of the commune proactively uses the commune-level budget or other legal sources to give enough gifts to the people; then reports to the Department of Finance, synthesize and report to the Central Government for supplementation.
According to the review, the whole province of Dien Bien currently has 142,825 households with 662,829 people.
Previously, on August 29, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The Resolution clearly states that 100,000 VND/person will be donated to Vietnamese citizens and people of Vietnamese origin who have been granted an ID certificate residing in Vietnam, have been collected, updated, and issued personal identification numbers in the National Population Database at the end of August 30.
