At the 2nd session, the People's Council of Ninh Binh province, term XV, considered and decided to issue a Resolution on the exemption of some fees and charges in the case of converting documents due to changes in administrative boundaries in Ninh Binh province under the decision-making authority of the People's Council of Ninh Binh province.
The subjects of application are individuals, organizations and enterprises that convert documents due to changes in administrative boundaries when arranging administrative units at district and commune levels in Ninh Binh province.
Regulations on exemption from collection of certain fees and charges such as: business registration fees for households, cooperatives, and cooperative unions; fees for granting certificates of land use rights, house ownership rights, and assets attached to land; fees for appraisal of dossiers for granting certificates of land use rights, house ownership rights, and other assets attached to land.
This Resolution takes effect from January 1, 2025. The Ninh Binh Provincial People's Council assigns the Provincial People's Committee to organize the implementation of this Resolution. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and the Provincial People's Council delegates supervise the implementation of this Resolution.
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that implementing the Central Government's policy on the arrangement of administrative units at district and commune levels in the period of 2023-2025, Ninh Binh province has been actively implementing many solutions to create high consensus, ensuring comprehensiveness. Through the arrangement of administrative units to restructure the territory, concentrate resources, promote potentials and advantages, and create new momentum for development.
According to Mr. Ngoc, Ninh Binh province currently has a natural area of 1,411.86 km2 and a population of 1,126,443 people. After completing the arrangement of district and commune administrative units in the 2023-2025 period, the natural area and population will remain unchanged.
Ninh Binh province will reduce 1 district-level administrative unit (from 8 districts and cities as present, it will be reduced to 7 districts and cities), including 2 cities: Hoa Lu city (formed on the basis of merging Hoa Lu district and Ninh Binh city) and Tam Diep city; 5 districts: Gia Vien district, Nho Quan district, Yen Mo district, Yen Khanh district and Kim Son district.
After completing the merger and arrangement of administrative units, the whole Ninh Binh province will have 125 administrative units at commune, ward and town levels (including 98 communes, 21 wards and 6 towns (reducing 21 communes, reducing 1 town, increasing 4 wards).
