On August 24, under the direction of Vice Chairman of Hue City People's Committee Hoang Hai Minh, up to now, 40 communes and wards in the area have completed the 2025 disaster response plan, with the completion of the Commune-level Disaster Prevention and Search and Rescue Command.
Localities review response scenarios for each type of natural disaster, especially storms, heavy rains, floods, and landslides according to the "four on-site" motto including: Commander, forces, vehicles and on-site logistics.
The People's Committee of Hue City also issued a plan to reserve goods including 20 tons of rice, 4,000 boxes of instant noodles, 100,000 bottles of water, along with dry foods and fuel to proactively support people when needed.

As of the morning of August 24, the whole city of Hue has 1,125 fishing vessels with more than 8,000 workers. The Coast Guard and Border Guard are urgently calling on ships to take shelter. On land, the Department of Agriculture and Environment requires localities to proactively protect ponds, cages, and prepare for the summer-autumn rice harvest with the motto "Green at home, better at home, better at home". It is forecasted that the rain will continue to spread to the mainland, affecting coastal areas to the city center and mountainous areas. The Hue City Hydrometeorological Station warns people to proactively prevent extreme weather phenomena such as tornadoes, lightning, hail and strong gusts of wind that may occur during thunderstorms, both on land and offshore.
