Creating consensus from the grassroots level
Implementing the Central Government and the province's policy on arranging villages and Ngu Thien commune, Hung Yen province is synchronously implementing many solutions to propagate, mobilize and collect people's opinions, towards the goal of streamlining the apparatus and improving the effectiveness and efficiency of the political system at the grassroots level.
Currently, the commune has an area of more than 22 km2, over 9,300 households with nearly 31,000 people, and is organizing 35 villages. According to the arrangement plan, the number of villages will be reduced to 12, which means a reduction of 23 villages, equivalent to over 65.7%.
This is a major change, directly impacting community life, so it is identified as an important political task, requiring the involvement of the entire political system and the consensus of the people.

These days, at village cultural houses, an atmosphere of exchange and discussion takes place regularly. People come to learn about the arrangement plan, study the draft project publicly posted and participate in contributing opinions. Party cell meetings and village meetings are organized in a democratic and open direction, helping people understand the purpose and meaning of reorganizing the village.
Ms. Nguyen Thi Kim Hoa - Secretary of Luong village Party Cell - said that immediately after receiving the direction, the Party Cell organized a meeting to unify within the grassroots political system.
Along with direct meetings, the locality also utilizes social networks such as Zalo and Facebook to transmit information to each household. According to Ms. Hoa, officials and party members must deeply understand the policy, thereby becoming propagandists in families and communities, thereby forming sustainable consensus.

According to Mr. Nguyen Khanh Toan - Standing Vice Chairman of Ngu Thien Commune People's Committee - in the process of developing the plan, the commune always determines that it must ensure the consensus of the people; and carefully consider historical, cultural, customary, traffic conditions, national defense - security and long-term development orientation of the locality.
Democratic spirit in village arrangement
Not only in Ngu Thien, many other localities in Hung Yen province are also simultaneously implementing village arrangement work in the direction of publicity, transparency and widespread public opinion.
In Tan Hung commune, the village arrangement is entering the completion phase. From 18 villages, it is reduced to 9 villages, equivalent to a 50% reduction, of which 15 small villages are merged into 6 new villages, 3 villages remain unchanged. The newly formed villages all have large population sizes, such as Ba Hang with more than 1,000 households, Noi Lang with more than 1,000 households, meeting the requirements of management and community activities.
According to Mr. Truong Quoc Tran - Chairman of Tan Hung Commune People's Committee, the results of the opinion poll show the very high consensus of the people, clearly reflecting the awareness and support for the policy of streamlining the apparatus. Currently, the locality is simultaneously consolidating village personnel, selecting a team with prestige and capacity, meeting the requirements of digital transformation and grassroots governance in the new period.

Meanwhile, in Xuan Truc commune, the work of collecting people's opinions is being implemented closely, democratically, and in accordance with procedures. To date, 14/18 villages have completed the collection of opinions with more than 5,049 household representatives participating, the rate of disagreement is only 0.32%.
The locality has publicly announced the entire project on the broadcasting system, electronic information portal, social networks and posted it at the village cultural house. The opinion-gathering teams are clearly assigned with people and tasks, directly explaining to people to understand the goals and meaning of the arrangement.

Thanks to the synchronous involvement of the entire political system, people not only have full access to information but also directly participate in the decision-making process.
Through this, village arrangement is not only a change in administrative organization, but also a process of consolidating trust, promoting democracy at the grassroots level, creating a foundation for long-term development.
