On July 18, the Nam Thanh Mien Commune Public Administrative Service Center, Hai Phong City officially deployed the first day of the "Saturday Morning for People's Service" model according to the plan of the Commune People's Committee. Right from the early morning, many people came to carry out administrative procedures in an urgent and convenient atmosphere.
The model is implemented to meet the needs of resolving administrative procedures outside of normal administrative working hours, especially for those who are busy with work during the week. This is also a solution to contribute to improving the quality of service to people, promoting administrative reform and digital transformation in the area.
In the first deployment session, the team of officials and civil servants of the Commune Administrative Service Center were fully present to receive, guide and resolve dossiers for citizens. Administrative procedures are processed according to the correct procedures; people are specifically guided on the components of dossiers, processing procedures, fees and charges, and time to return results.
In addition to receiving dossiers directly, professional staff also support people in registering, activating and using VNeID electronic identification accounts; guiding the declaration of electronic dossiers, submitting dossiers on the National Public Service Portal and online public service platforms, contributing to improving the rate of online dossiers and promoting the building of digital government and digital citizens.

According to the plan, the model is organized on Saturday mornings every week, from 7:30 AM to 11:30 AM at the Nam Thanh Mien Commune Public Administrative Service Center. Priority subjects include people with meritorious services to the revolution, the elderly, people with disabilities, poor households, near-poor households, social protection beneficiaries and citizens who need to resolve administrative procedures.
A highlight of the model is home support for elderly, weak, disabled or people facing travel difficulties. Assigned staff will directly go to the residence to guide, receive dossiers, and support online dossier submission; the resolution results are delivered to the home through public postal services.
The introduction of the model "Saturday Morning for the People to Serve" is expected to contribute to improving the quality of administrative reform, promoting digital transformation and building the model "Friendly Government, serving the People", towards the goal of taking the satisfaction of people and businesses as a measure of the quality of the administrative apparatus's operation.
