Sending a question to the Social Insurance agency, reader H.H. Y asked: "My child was born in 2010, diagnosed with a mild disability. After 4 years of studying in a public school, I transferred my child to the Ho Chi Minh City Center for Career Support - Vocational Training and Job Creation. I encountered many difficulties in buying health insurance for my child. The Center said that the Center does not support the purchase of health insurance, and the ward announced that my child's age must buy health insurance at school.
I learned that there is information that health insurance will be free for students in 2026. However, my child and his classmates at the Center cannot buy student health insurance, and must buy it by household.
I would like to ask, for subjects with certificates of disability who do not have health insurance as people with disabilities, now they are also not allowed to buy student health insurance, what should they do to enjoy health insurance benefits?
Regarding this issue, Ho Chi Minh City Social Insurance answers as follows:
The Ho Chi Minh City Center for Social Protection - Vocational Training and Job Creation is managed by the Ho Chi Minh City Youth Volunteer Force. Students studying at the Center are not subject to health insurance participation at educational institutions.
For the reader's child, born in 2010, diagnosed with mild disability. In case the child has a certificate of mild disability certified by a competent authority, parents should contact the People's Committee of the ward or commune where they reside to be guided on the beneficiaries of health insurance contribution support. In case there is no certificate, parents should contact the People's Committee of the ward or commune where they reside to be guided on procedures for confirming disability and beneficiaries of health insurance contribution support (if any).
While waiting for wards and communes to confirm disability, parents are requested to contact the Social Insurance and Health Insurance Support Organization near their place of residence through the Bank application, through the National Public Service Portal or Vietnam Social Insurance Public Services to participate in household health insurance.
On the side of the City Social Insurance, it will coordinate with relevant departments and branches to have specific guidance for students who are studying integrated classes at the Center to ensure their rights.
