On March 3, Lao Dong Newspaper reporters were present at Vehicle Registration Center 2801S (Phu Tho) and recorded dozens of vehicles lined up waiting for inspection.
The number of vehicles increased sharply from early morning, mainly cars and trucks using diesel engines that have reached the registration deadline.
In the emission control area, many drivers closely monitor the inspection process because the emission measurement method for diesel engines requires sudden acceleration to assess smoke emission levels.
According to records, vehicle inspectors fully perform technical inspection steps before conducting inspection to ensure safety for vehicles.

Mr. Nguyen Duc Hung - Deputy Director of Hoa Binh 28-01S Motor Vehicle Registration Center - said that from March 2, emission inspection is currently carried out according to the free acceleration method, which is to bring the engine to the highest rotation speed in a short time to measure emissions.
According to Mr. Hung, this process may entail technical risks for old or not properly maintained vehicles.
In some cases, when fully pedaling the accelerator pedal, the rotation speed of the engine may exceed the maximum limit recommended by the manufacturer, posing a risk of damage to internal parts, even destroying the engine.

Therefore, before checking emissions, vehicle inspectors carefully check the engine condition, observe the engine compartment, and listen to the explosion to detect abnormal signs.
At the same time, the inspection process is also clearly explained to drivers and vehicle owners so that they understand the implementation steps as well as possible risks. After being fully informed, vehicle owners will voluntarily sign a commitment before conducting the inspection" - Mr. Hung informed.

According to Mr. Hung, after nearly 2 days of implementing emission controls using the free acceleration method, the unit has not recorded any vehicles damaged during the implementation process.
However, the center always thoroughly grasps that vehicle inspectors must strictly comply with technical procedures, especially the preliminary inspection of the engine condition before measuring smoke.
We require vehicle inspectors to perform the steps correctly and fully according to regulations. The unit also prepares plans to handle situations and legal responsibilities if unfortunately damage occurs during emission inspection," Mr. Hung emphasized.


Sharing after completing the inspection, Mr. Dinh Huy Hoang (residing in Ky Son ward, Phu Tho) - the vehicle owner who was just inspected for emissions - said that periodic maintenance and repair helps car owners feel more secure when registering for inspection.
According to Mr. Hoang, vehicles that are properly cared for usually do not encounter problems during the emission measurement process, while vehicles that lack maintenance are at higher risk of failure.
When the vehicle registration inspector explained the process clearly, I felt reassured and ready to make a voluntary commitment to conduct vehicle registration," Mr. Hoang said.


From a business perspective, Mr. Pham Tuan Trung - Director of Tay Bac Transport Company, a unit owning nearly 20 diesel engine vehicles - assessed that strict emission control is necessary to improve technical safety and reduce environmental impact.
If the vehicle is maintained according to the correct procedure, the emission inspection process will take place normally. The fact that registration inspectors explain clearly and require commitments before inspection also helps businesses understand their responsibilities, creating transparency in registration activities" - Mr. Trung said.
