On November 17, the Hanoi Public Administration Service Center said that the unit will pilot the implementation of administrative procedures regardless of administrative boundaries.
Accordingly, the group of administrative procedures applied in the pilot includes procedures under the state management functions of departments, branches, sectors, Hanoi Land Registration Office and affiliated branches; procedures under the jurisdiction of the People's Committees of communes and wards.
According to records on November 18, many people came to the Tay Ho Ward Public Administration Service Point (Hanoi) to handle administrative procedures.
Mr. Nguyen Van Khai (Tay Ho ward) said that the policy of piloting the settlement of administrative procedures regardless of boundaries is a very promising improvement.
According to him, for a long time, people have encountered many inconveniences when having to go to the right place of residence or the place of application management to submit procedures, even though sometimes the location is quite far from the workplace.
"If they can go to any public administrative service point in the city to submit documents, people will be much more proactive about time, especially those who work during office hours. This also helps reduce congestion at some overloaded points" - Mr. Khai said.
Mr. Khai hopes that when widely deployed, this model will shorten the time for processing documents, increase transparency and create a more favorable experience for people.

Ms. Tran Thi Tuyet Phuong - citizen reception department of Tay Ho ward - said that the implementation of administrative procedures does not depend on administrative boundaries to achieve the goal of saving time and travel costs for people and businesses, while innovating the work of handling administrative procedures, towards digital government, more transparency and efficiency.
Ms. Phuong stated that in reality, there are cases where people come to do administrative procedures with parents or grandparents born at the end of the 19th century, and it is very difficult to find information because the records do not know where to store them.
"When Hanoi deployed a model of handling administrative procedures without borders, along with a nationwide interconnected civil status software system, ward officials were able to proactively look up and support people to verify this data, ensuring compliance with procedures and regulations" - Ms. Phuong said.

All procedures are under the state management scope of the departments, branches and sectors: Department of Home Affairs, Department of Justice, Department of Culture and Sports, Department of Health, Department of Education and Training, Department of Tourism, Department of Finance, Department of Industry and Trade, Department of Agriculture and Environment, Department of Construction, Department of Science and Technology, Department of Planning and Architecture, City Inspectorate, Office of the City People's Committee, Department of Ethnic Minorities and Religions, Hanoi Land Registration Office and affiliated branches, Management Board of the high-tech park and industrial park of the city.
In addition, administrative procedures under the authority of the People's Committees of communes and wards, including procedures implemented jointly with the provincial level, are also carried out cross-borderly.
