Expecting to continue to contribute in the new system
When implementing the 2-level local government model, non-specialized forces at the commune level are only temporarily arranged until May 31, 2026. In that context, many people belonging to this group expressed their desire to continue to contribute if they meet the capacity and conditions for recruitment into the new government system.
Mr. Nguyen Tien Tuan - non-specialized official at the Office of the Vietnam Fatherland Front Committee (VFF) of Tay Ho ward (Hanoi) - is a typical example of the enthusiasm of young people at the grassroots level. Before moving to work at the VFF ward from July 1, 2025, Mr. Tuan used to hold the position of Deputy Secretary of the Youth Union of Thuy Khue ward.

During that time, he was the core in local movements, from advising on organizing youth union activities, gathering young people to managing communication on social networks. In particular, during the Covid-19 epidemic, he and union members supported people facing difficulties.
My desire is to be recruited as a civil servant. Although I know the targets are limited, this is the most sustainable path. In case there is no permanent position immediately, I want to be temporarily assigned to support positions in the new ward or participate in positions in the residential group to maintain contributions," Mr. Tuan confided.
Sharing the same wish, Ms. Bui Anh Thu - Chairwoman of the Red Cross Society of Tay Ho ward (Hanoi) - found a life ideal through humane activities. Since approaching the Society's work, she feels more mature through sharing and empathy.

For Ms. Thu, social and humanitarian work is not only limited to charity, but the most important thing is the connection role. She proactively acts as a bridge to find philanthropists, directly learns about families in difficult circumstances so that help reaches the right address.
The more attached I am, the more meaningful life becomes when given. As a young person, I want to bring dynamic energy to the Union's work, improve communication to spread the values of the Red Cross Society closer to everyone. That is why I want to be accepted as a civil servant if I am qualified and continue to be attached to the Union's work," Ms. Thu expressed.
Be cautious with each option
From an expert's perspective, Master of Public Policy Nguyen Tuan Anh believes that when facing 3 different options, each person must clearly recognize their actual capacity, instead of just relying on personal desires.
If you have appropriate expertise, good practical experience, the ability to meet the formal public service environment, and can withstand the pressure of discipline and technology, you can boldly choose to become a civil servant if you meet the conditions," the expert said.
Conversely, if it is more suitable for community support work, working in villages, residential groups or other locations closer to people, more flexible, then it should also be considered in that direction.
Another very important aspect is age, family circumstances and the ability to re-learn and re-adapt. At that time, choosing to retire under the regime or switch to another suitable position may be a reasonable and less risky decision," the expert emphasized.

MSc. Nguyen Tuan Anh further analyzed that being admitted to civil service is an opportunity, but it is an opportunity for those who truly meet the requirements of the new apparatus.
Therefore, people in this category should prepare a serious competitive mindset, proactively improve skills, complete dossiers; and at the same time, be ready to consider other options if they are not recruited. Looking at it from a positive perspective, this competition is also necessary for the apparatus to choose the right people for the right job and improve the quality of public service at the grassroots level.
