The Ministry of Agriculture and Environment has just issued a telegram on ensuring the safety of dykes on the Cau River, Thuong River, and Ca Lo River. The dispatch sent to the People's Committees of Hanoi, Thai Nguyen, and Bac Ninh provinces clearly stated that currently, floods on Cau River, Thuong River, and Ca Lo River have peaked and are receding (in which the water level of Cau River is receding quite rapidly, the water level of Thuong River recedes slowly) and is still at a high level above alert level 3.
The dyke system has had 52 incidents, including many serious landslides that caused flood safety problems in the dyke when the flood started to recede (such as the incident of landslides on the left dyke of the bridge in sections K6+900-K7+150, K9+450-K9+550, ...); the dyke routes have been submerged in water for many days, with a very high risk of continued landslides and thunderstorms.
To ensure dyke safety, the Minister of Agriculture and Environment requested the Chairmen of the Provincial and Municipal People's Committees to focus on directing relevant agencies and units to continue to focus on directing, inspecting, monitoring, urging and patrolling the dykes to promptly detect and handle incidents that occurred from the first hour.
Strictly patrol and guard the dykes, promptly inspect and rectify the dykes that the dykes have not yet implemented in accordance with regulations (ally responsible before the law if there is an unsafe situation in the dykes system due to not performing the dykes and Wardens according to the provisions of law).
Mobilize all resources to promptly complete the handling of the incidents that occurred in the first hour, ensuring the safety of the dike. At the same time, maintain forces, prepare materials, vehicles, machinery, and equipment to protect the dike when incidents and situations arise.
Control motor vehicles traveling on the dike according to regulations, absolutely do not allow motor vehicles to enter areas where the dike is in trouble (except for vehicles serving dike protection and other priority vehicles).
