Prolonged tax debt
As a non-business unit directly under the Provincial Youth Union, the Ca Mau Provincial Children's House manages and exploits many facilities serving activities and talent training for children in the area. However, in the process of using public assets, the unit incurs major financial obligations related to land rent.
In the period 2021-2022, the land rent amount to be paid is determined on a total area of more than 16,300 m2 according to the project on the use of public assets. Meanwhile, the actual area put into exploitation for rent only accounts for a part, many areas serving non-business activities or without tenants are still subject to financial obligations.

Out of a total of 10 locations approved for lease, only 5 locations generated contracts. The remaining area of more than 5,700 m2 does not generate revenue but still has to bear annual land rent.
Re-measuring results at the end of 2022 showed that the actual leased area decreased by more than 5,000 m2 compared to the initial figures. This led to a large difference between financial obligations and revenue capacity, causing the unit's total tax debt to increase to more than 4.4 billion VND.

In addition, the impact of the COVID-19 epidemic has made some lease contracts unable to continue, generating a bad debt of more than 325 million VND. Delayed payment has now reached nearly 890 million VND and continues to increase.
Although there have been opinions from functional agencies on considering not calculating land rent for areas that do not generate leasing activities, the adjustment has not yet been implemented.
Degraded facilities, incomplete legal documents
Besides financial difficulties, the infrastructure system managed by the Ca Mau Provincial Children's House, at facility two (old Bac Lieu), is also revealing many inadequacies.
In some areas, the works have deteriorated after a long period of use. Walls are peeling, waterlogged, floors are damaged, posing a risk of unsafety for children and officials and employees. The incomplete drainage system causes many areas to be flooded when it rains heavily, affecting living and teaching activities.

When it rains, the yard is flooded, and water floods into the room in some places. Parents are also worried because they are afraid that their children will slip and fall, making them unsafe when participating in activities," shared a parent whose child is studying at a gifted school here.
Despite many difficulties, the unit still maintains the organization of cultural, artistic, sports and talent classes such as English, informatics, painting, music, dance, aerobics... attracting hundreds of children to participate regularly.
One of the major obstacles currently is the failure to complete legal documents on houses and land for establishments managed by units. This has caused the project on management and use of public assets not to be appraised and approved, limiting the ability to effectively exploit assets.

Mr. Nguyen Van Phu, the neighbor, commented: "The Children's House is a very necessary activity place for children, but the current facilities are difficult to keep them for a long time.
The lack of legal basis not only affects management work but also directly affects revenue sources, leading to a vicious cycle between financial obligations and the autonomy of the unit.
Faced with the above situation, Ca Mau Provincial People's Committee proposed to review the taxable area according to actual use, and at the same time complete the legal dossier on land for facility 2. At the Children's House (Ca Mau), the Provincial People's Committee has a plan to rebuild and re-plan to serve the right purpose.
