Ninh Binh - The Provincial People's Committee has just issued a decision detailing the content of spending and spending levels of the Ninh Binh Provincial Disaster Prevention and Control Fund.

According to new regulations, the disaster prevention and control fund is used to support disaster prevention and control activities that the state budget has not invested in or has not met the requirements. Fund disbursement must ensure timeliness, publicity, transparency, efficiency, appropriate support levels and the right beneficiaries.

Regarding the allocation mechanism, commune-level People's Committees transfer and deposit into the provincial-level fund account 72% of the fund revenue in the area. Commune-level People's Committees are allowed to retain 28% of the actual revenue in the area to implement support expenditures for the following contents: Supporting remuneration for forces directly collecting funds not exceeding 5%; administrative expenses arising related to fund collection work not exceeding 3%; expenditures for performing disaster prevention and control tasks at the commune level not exceeding 20%.
