On December 5, the leader of Vinh Thanh Commune People's Committee (Gia Lai) said that the locality had issued a notice on being vigilant against impersonation and acceptance of making a Land Use Rights Certificate (red book) to appropriate property.
Recently, in Vinh Thanh commune, a group of strangers have appeared arbitrarily to go to some villages to mobilize and invite people to make red books for hundreds of millions of VND/project, demanding deposits of 30 to 50 million VND.
However, through verification, Vinh Thanh Commune Police determined that this group of subjects was not assigned by any commune or state agency to carry out procedures for granting red books and showed signs of fraud and property appropriation.
"It has been recorded that people have given deposits and agreed to make red books with this group of people. The commune does not have this policy, and mobilizing and inviting households to make red books is not in accordance with regulations. Currently, the authorities are investigating and clarifying to handle it," said the leader of Vinh Thanh Commune People's Committee.
In order to ensure the safety of the people and avoid property damage, the People's Committee of Vinh Thanh commune recommends that people absolutely do not trust the subjects who come to raise the issue of making red books outside the headquarters of the People's Committee of the commune or not in accordance with legal procedures.
People do not hand over money, deposit, or submit documents to any individual or group of people who are not civil servants assigned to be in charge. When there is a need to do land procedures, people need to directly contact the Commune's Public Administration Service Center; all fees are according to regulations and have a receipt from the State.
If detecting suspicious subjects, people must immediately report to the Commune Police via phone number 0526 388 6136 or come to the headquarters for timely reception and handling.
People in the area need to raise their vigilance, coordinate in providing information so that the authorities can prevent and handle violations according to regulations.
