Building a drug-free ward
According to Quang Ngai Provincial Police, Kon Tum Ward was formed on the basis of merging 5 administrative, cultural and social central wards of Kon Tum City (old Kon Tum Province). This is a densely populated area, with developed socio-economic life, always possessing complex factors of security and order, including drug abuse.
Implementing the direction of the Provincial Party Committee, the Provincial People's Committee and the Quang Ngai Provincial Police on drug prevention and control, Kon Tum Ward Police have implemented many synchronous and persistent solutions with high political determination, aiming to build a drug-free ward.
It clearly identifies that drug prevention and control is a key, long-term, and all-people task that is not only the responsibility of the police force but also the need to mobilize the combined strength of the entire political system, especially the people at the grassroots level.
With the spirit of proactiveness, determination, not letting addicts and drug users escape, Kon Tum Ward Police have mobilized forces to organize a general review, statistics and drug testing for all drivers and employees of business establishments with conditions and services sensitive to security and order; Focus on transportation, karaoke, massage businesses, and accommodation establishments in the ward.
During the inspection, Kon Tum Ward Police also stepped up propaganda and legal education, requiring business owners to sign a commitment not to violate the law in general, not to violate the law on drugs in particular, not to recruit, use workers, employees to illegally use or store drugs.
In parallel with checking and eliminating drug-related hot spots, Kon Tum Ward Police also focus on propaganda, education, dissemination of laws, raising awareness among cadres, party members and people about drug prevention; Organizing thematic activities on the harmful effects of drugs in ethnic minority villages, residential groups, and schools;
Thereby, mobilizing the active participation of departments, branches, unions and all people in detecting, denouncing crimes, reforming, and educating people at risk of violating drug laws.

Replicating the voluntary drug addiction treatment model in the family and community
Also promoting drug law propaganda for people after drug rehabilitation, Vang Danh Ward Police (Quang Ninh Province) has recently proactively increased the dissemination of drug laws for people after drug rehabilitation to raise awareness, strengthen determination not to return to addiction and support them to reintegrate into the community.
According to Vang Danh Ward Police, immediately after implementing the administrative unit merger project, the ward police force has actively advised local Party committees and authorities to coordinate with mass organizations to promote propaganda through many forms such as organizing meetings, legal consultation, disseminating knowledge about the harmful effects of drugs and new legal regulations.
The ward police coordinated to organize life skills education classes, career guidance, creating conditions for people after retirement to learn a trade and find a job, thereby having more opportunities to stabilize their lives and avoid the temptation to become addicted.
The ward police also closely linked propaganda work with the management and monitoring of post-rehabilitation people at their place of residence. Vang Danh Ward Police have integrated legal education content in residential group meetings and self-managed people's group activities;
At the same time, coordinate with the government to build management records for each subject, conduct regular monitoring, promptly encourage and support when necessary.
Implementing plan No. 2126/KH-UBND of Lam Dong Provincial People's Committee on building drug-free communes, wards and special zones in Lam Dong province in the period of 2025-2030 with the goal of striving to achieve at least 20% of drug-free commune-level areas by 2025, ensuring the roadmap to become a drug-free province by 2030, Lam Dong Provincial Police has directed professional departments to proactively and drastically deploy measures to limit the causes and conditions for complicated security and order arising from drug addicts and help addicts gradually leave drugs, rebuild their lives, integrate into the community, build a healthy and safe society.
In particular, focusing on advising the Provincial People's Committee to direct the Department of Health and the People's Committee at the commune level to implement a voluntary drug rehabilitation model at home and in the community to open a new direction full of humanity, efficiency and sustainability; Closely combining the elimination of inferiority complex, stabilizing psychology, maintaining social connections, relatives and implementing a professional treatment process to help the process of recovering behavior and personality take place more smoothly.
When completing the entire process, drug addicts will be granted a Certificate of Completion of Voluntary Drug Rehabilitation by Bao Lam - Lam Dong Regional Medical Center, this is an important "return ticket", helping addicts have a legal basis to apply for a job and stabilize their lives.
In addition, the Commune-level Police force has advised the Commune-level People's Committees to direct the review and gradually consolidate facilities, equipment, and personnel for Regional Medical Centers and Commune-level Health Stations; Complete records and procedures for registration to provide one or more voluntary drug rehabilitation services at home and in the community.
On November 14, 2025, the Director of Lam Dong Provincial Police issued Decision No. 6170/QD-CAT-PC04 on announcing a voluntary drug rehabilitation facility at home and community for Bao Lam - Lam Dong Medical Center and directing Bao Lam 1 Commune Police to coordinate with Bao Lam - Lam Dong Medical Center to organize a launching ceremony for a voluntary drug rehabilitation facility at home and community.
In the coming time, Lam Dong Provincial Police will direct the Commune-level Police to continue to advise local Party committees and authorities to coordinate with regional health centers and commune-level health stations to complete the addition of facilities, equipment and personnel to build a voluntary drug addiction treatment model at home and in the community in 100% of commune-level units in the whole province to contribute to reducing supply, cutting spending, and reducing harm to completely repel drug abuse from social life. From there, strive to become a drug-free province in accordance with the policy of the Party and State.
