This is clearly demonstrated through the declaration and action of Mr. Pham The Man - Vice Chairman of Huong Tra Ward People's Committee: "Previously, people went through many doors, but the officials sat waiting. Now, back: cadres have to go through many doors so that people only need to go once".
In the current red book issuance process, there are still unconnected stages and processes such as tax calculation verification, cadastral verification, etc.
If in the past people had to do it themselves and travel many times, spending a lot of time, effort, and money, now, cadres proactively do everything for the people.
And that is the clearest and most vivid proof of the transformation from an elected administration to an administration of service, taking the efficiency and satisfaction of the people as a measure.
That change not only shortens the time for issuing red books from 60 days to 24 days, but is also one of the solutions to the problem of shortening the gap between the government and the people.
What is happening in Huong Tra ward of Da Nang city also shows the practical effectiveness of the two-level government model.
When the responsibility is specifically assigned to the ward and commune level, there is no longer an intermediate level of pushing, then the handling capacity, the spirit of commitment and personal responsibility will be properly promoted.
In reality, the procedure for granting red books is one of the complicated, sensitive procedures that easily cause negativity. The fact that a ward has issued dozens of red books in less than a month, with a neat process and the satisfaction of the people, is a remarkable achievement.
Finally, the spirit of issuing red books quickly cannot be a private matter of Huong Tra ward but must be a common matter, common in all wards and communes of Da Nang and all other localities across the country.
The two-level grassroots government model and the spirit of being close to the people and serving the people better in all localities are basically implemented equally. If Huong Tra ward can do it, there is no reason why other places cannot do it.
