On July 30, the Thanh Vinh Ward Party Committee (Nghe An Province) solemnly held the 1st Congress of Delegates for the 2025-2030 term with the participation of 250 official delegates. This is the Party Committee selected by Nghe An Provincial Party Committee to organize a grassroots-level point congress, after implementing the two-level local government model.
Thanh Vinh Ward was established on the basis of merging 6 administrative units of Vinh City (old): Hung Binh, Le Loi, Quang Trung, Cua Nam, Dong Vinh and Hung Chinh. Currently, the Ward Party Committee has more than 8,000 Party members working at 182 Party organizations.
The first Congress took place in a context of special historical significance, when the whole country in general and Nghe An in particular are implementing a two-level local government model (provincial and commune/ward levels).
In the 2020 - 2025 term, despite many difficulties and challenges, Thanh Vinh ward has achieved important and comprehensive results in many fields. The growth rate of total product value reached 8.9%; total product value by 2025 is estimated to reach more than 48,000 billion VND; average income per capita in 2025 will reach 124.4 million VND; budget revenue will reach 1,443.9 billion VND.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the 1st Congress of Delegates for the 2025 - 2030 term has special political significance, demonstrating the will and aspiration to strongly rise up of the Party Committee, government and people of Thanh Vinh ward in the new era with new position and strength.
In the 2025 - 2030 term, Thanh Vinh ward aims to develop civilized and modern, becoming a service - trade center of the province; striving to meet civilized urban standards, improving the material and spiritual life of the people. The Congress agreed to implement 28 targets, 6 key tasks, 3 breakthroughs to increase the total annual average product value to 11 - 12%; average income per capita by 2030 to 200 - 210 million VND; budget revenue in the area to 850.4 billion VND.
Speaking at the Congress, Nghe An Provincial Party Secretary Nguyen Duc Trung praised the achievements of the Party Committee, government and people of Thanh Vinh ward in recent times; at the same time, pointed out some limitations that need to be overcome and oriented to key tasks in the coming time.
The Provincial Party Secretary emphasized that the Executive Committee and the Standing Committee of the Ward Party Committee need to closely follow and concretize development orientations according to the direction of the Politburo, the Provincial Party Committee and plans approved by the Government; at the same time, flexibly adjust to keep up with the trend of modern urban development. Along with that, the ward needs to focus on reviewing and arranging a team of cadres to ensure quality, sufficient political qualities and professional capacity; proactively applying digital technology in management work.
"The cadre team must have the desire to innovate, dare to think, dare to do, dare to take responsibility and sacrifice for the common good; must be close to the people, for the people, for the common development, meeting immediate requirements and long-term strategies, in line with the new stature and position of Thanh Vinh ward", comrade Nguyen Duc Trung emphasized.
The Provincial Party Committee requested Thanh Vinh Ward to continue to focus on planning management, urban development in a sustainable direction; high-quality economic development associated with digital transformation; comprehensive care in the cultural - social field, improving people's lives; strengthening national defense - security, maintaining social order and safety. In particular, continue to build and rectify the Party, build a streamlined political system, operate effectively and efficiently, meeting major requirements in the two-level local government model.
The Congress approved the decision of the Nghe An Provincial Party Committee to appoint the Thanh Vinh Ward Party Committee Executive Committee for the 2025-2030 term, consisting of 23 comrades, the Standing Committee of the Ward Party Committee, consisting of 11 comrades, and the Ward Party Committee Inspection Committee, consisting of 5 comrades.
