People are surprised by the "too fast, too concise" procedures
"I used to not complete the application for 3 years, and the application was returned with supplements. Now, in less than a month, there is a red book. I was really surprised Mr. Phan Dinh Quyen, a resident of Huong Tra 6 group, Huong Tra ward shared during the ceremony to receive 2 land use right certificates on July 28.
Mr. Quyen is one of 8 people who received the second red book after Huong Tra ward officially operated the two-level local government model from July 1, 2025. Previously, in the first phase, the ward awarded 24 certificates after only 24 working days - an unprecedented record in this locality.

From cases where they have to wait 34 years without success, people now only need to submit the application once, then the staff will guide and support them throughout until the results are available. "Holding the book in my hand makes me both happy and relieved. The happiest thing is that there is no longer a scene of running around and being uncomfortable like before, said Mr. Quyen.
According to Mr. Pham The Man, Vice Chairman of Huong Tra Ward People's Committee, since the beginning of July, the ward staff have had almost no days off. The book issuance process is reviewed and divided into clear tasks. In places where the process is not yet connected - such as the tax and land verification stages - officials proactively work on behalf of the people.
"Previously, people went to many doors, but the officials sat waiting. Now, in reverse order: officials have to go through many doors so that people only need to go once" - Mr. Man said.

Shortening the process of granting red books
Chairman of Tran Trung Hau Ward People's Committee said that before, a red book application took 4560 days. Thanks to proactive rearrangement of the process, increased responsibility and close coordination between departments, this time has been reduced to 24 days. In particular, the ward has advanced more than 200 million VND to buy printers and materials (for printing red books) when not yet funded, to ensure uninterrupted processing of documents.
Without waiting for the standardization process from superiors, we invite professional staff to receive direct training, both working and gradually improving. The important thing is not to let people wait any longer" - Mr. Hau said.

In addition to the red book, many other procedures in Huong Tra have also been significantly shortened: granting a business license reduced from 3 days to 1 day, household registration reduced by half. According to Mr. Pham Hoang Duc - Secretary of the Huong Tra Ward Party Committee - the obvious effect of the two-level government model is to bring grassroots cadres closer to the people, take direct responsibility, and no longer have intermediaries to push them back.
"Issuing red books is one of the most difficult and complicated procedures because it involves large assets. But when the ward level directly handled and took responsibility, the results changed significantly.
People are happy when holding red books, that is easy to see. But the greater advantage is that they see that the government is truly for the people. That is the most precious thing, Mr. Duc shared.
