According to Decision No. 180 of Dien Bien Provincial People's Committee, 23 administrative procedures are included in the list of priority for quick resolution, under the authority of the Departments of Finance, Construction, Industry and Trade, Agriculture and Environment.
For the Department of Finance, the procedures: Investor approval of the Provincial People's Committee; adjustment of the investor approval document; extension of the operating term of the investment project; approval of investment policy under the authority of the Provincial People's Committee have been reduced from 17 working days to 6 working days (a reduction of 64.7%).
With procedures for implementing investment activities in the form of capital contribution, share purchase, and share purchase for foreign investors; issuing Investment Registration Certificates for projects not subject to investment policy approval is shortened from 10 days to 4 days (down 60%).
At the Department of Agriculture and Environment, the procedure for appraising environmental impact assessment reports has been reduced from 50 days to no more than 20 days (reduction of 60%).
Procedures for land allocation, land lease, and land use purpose conversion are reduced from 25 days to 15 days. In particular, procedures for registering changes in land use rights (transfer of ownership, transfer...) in infrastructure projects are reduced from 14 days to no more than 6 working days.
To promote the progress of construction projects, Dien Bien province applies a time reduction of up to 60% for many procedures such as: Issuance of new construction permits and adjustment of construction permits for special grade, grade I, grade II projects reduced from 20 days to 8 days.
Procedures related to social housing such as: Appraisal of selling price, lease-purchase price of social housing reduced from 30 days to 12 days; lease-purchase of social housing for direct or online dossiers is also reduced from 30 days to 12 days.
For the field of Industry and Trade, the procedure for establishing or expanding industrial clusters is shortened by a total time of 57 days to no more than 23 days.
