People do not agree because of low unit prices
On the morning of June 8, speaking with a reporter from Lao Dong Newspaper, Mr. Vuong Hong Thai, Vice Chairman of Nam Dan District People's Committee, said that up to now, the project to upgrade and expand National Highway 46 from Nam Dan to Vinh City has not yet completed site clearance, despite the province's capital allocation and drastic implementation.
This project is over 10km long, with a total investment of about 500 billion VND, and is expected to strengthen the connection between the Kim Lien Special National Monument area and Vinh City.
However, by early June 2025, the project site is stuck in many households that have not yet accepted the compensation plan.

According to Mr. Thai, the biggest problem at present is the compensation price for garden land applied according to the agricultural land framework multiplied by 3 times, only about 100,000150,000 VND/m2, while the market price is many times higher.
"Many households have residential land and garden land attached to houses, but when it is recovered, the compensation price is lower than the price of residential land, so they do not agree," said Mr. Thai.
Nam Dan District People's Committee has established a full-time working group, organized many dialogues with people and proposed that the province adjust unit prices to suit reality. The goal is to complete the site clearance work by June 2025 according to the direction of the Provincial People's Committee.
Meanwhile, at the National Highway 7 upgrade project through Dien Chau district - one of the key traffic projects in the area - site clearance work has reached high progress but has not yet been completely completed.
According to the report of Dien Chau District People's Committee, as of June 8, 2025, the locality has handed over 18.232km/18.608km of land (reaching 98%) to both sides of the route. However, there are still 353m of site clearance that have not been handed over, equivalent to 2% of the total length of the route. The remaining area belongs to 37 households in three localities: Dien Cat commune, Dien Phuc commune and Dien Thanh town.
The main reason is that some households have not agreed on the origin of the land, others request additional compensation for long-term land use but do not have valid documents. The District People's Committee is coordinating with relevant agencies to organize mobilization, dialogue and prepare a plan for enforcement if people do not cooperate.
Removing land bottlenecks, unblocking projects
With the project to upgrade and expand National Highway 1A, the disbursement of capital for site clearance also faces many difficulties. The main reason is that the processing of documents and appraisal of compensation plans is still slow and some localities have not yet completed payment to the people.
Nghe An Provincial People's Committee has issued more than 100 documents directing the removal of difficulties, requiring localities to complete site clearance for key projects in June 2025, to ensure the progress of public investment disbursement and transport infrastructure construction.
Mr. Hoang Phu Hien - Vice Chairman of Nghe An Provincial People's Committee affirmed that the province is reviewing the progress of each project, each section of the route and each household to specifically resolve the issue. For cases of intentional non-cooperation, the grassroots government will resolutely handle them in accordance with legal regulations.
Site clearance is still the biggest "bottleneck" for the progress of public investment projects in Nghe An. Completing site clearance on time is not only a necessary condition for construction but also a test of management capacity, transparency and consensus between the government and the people.
