Slow project progress because there is no clean ground
According to information from the Project Management Board 4 (Ministry of Construction), up to now, the project of renovating and upgrading National Highway 7 Section Km0 - Km36 and handling sliding slides of the slot - Nam Buong (Nghe An) has not been completed due to lack of ground for construction.
The project has a total investment of more than VND 1,300 billion, 27.5km long, passing through Dien Chau, Yen Thanh and Do Luong districts, started in September 2022, expected to be completed at the end of 2023. However, until now more than 1 year, the project is still in place due to the lack of ground clearance (GPMB), especially in Dien Chau and Yen Thanh districts.
By the end of March 3, 2025, the new ground was handed over more than 97%, but the points were still entangled - like 383m in Dien Cat commune (Dien Chau) and more than 577m in My Thanh commune (Yen Thanh) - causing the route to be divided and interrupted. Some contractors have to stop the machinery waiting for the ground, while people living on both sides of the road suffer from dusty and difficult travel due to the roads were dug and degraded.
Not only Highway 7, many other major projects in Nghe An are also facing difficulties because of slow land clearance such as Hoang Mai II Industrial Park project (335ha, capital of VND 1,900 billion) in Hoang Mai town or a 59.91km long coastal road project in Quynh Luu district.
Similarly, the National Highway 46 project of Vinh - Nam Dan is longer than 10km, the total investment capital of VND 500 billion has not been able to execute simultaneously. Until mid -March 3, Nam Dan district was handed over 4km of ground (nearly 40%), paying for more than 7.5 billion dong. Many problems arise due to changes in compensation policy according to the Land Law 2024.
Many projects in Quang Tri are difficult in terms of premises
The coastal road project connects the East -West Economic Corridor in Quang Tri Province - phase 1 has a total investment of 2,060 billion VND to the time of the total investment length of phase 1 is about 48km, has been constructed with a value of about 543,347 billion VND/1,615.56 billion VND, reaching 33.6%.
However, the land clearance work of this project has only handed over 25.06km, while the remaining area to be implemented is very large. The localities where the project passed, including Vinh Linh, Gio Linh and Trieu Phong, have not yet completed the construction of resettlement areas and have not yet approved the land use plan in 2025.
Facing difficulties and problems related to land clearance, affecting the progress of projects, the Provincial Construction Investment Project Management Board has asked the Quang Tri Provincial People's Committee to approve the land use plan in 2025 for related localities. At the same time, closely coordinating, supporting the speed of land clearance, especially the relocation of tombs and resettlement for affected households.
Mr. Le Duc Tien - Vice Chairman of Quang Tri Provincial People's Committee - said that on March 28, 2025, he asked the Department of Agriculture and Environment of the province, People's Committees of Vinh Linh, Gio Linh and Trieu Phong districts to seriously fulfill the task of making adjustment of land use planning until 2030, the land use plan of 2025 according to the task, the progress of the provincial People's Committee has been assigned to implement the project land clearance work.
In addition, Quang Tri province also has a number of other large projects entangled in land clearance, such as the road project connecting Ho Chi Minh Road Branch with the West branch, the Eastern bypass road project of Dong Ha City and the Hung Vuong Street project connecting the East -West Economic Corridor and the Southeast Economic Zone.

Fiercely remove the bottlenecks
Mr. Hoang Van Chau - Executive Director of National Highway 7 Project - said: "The slow handover of the ground seriously affects the progress and investment efficiency. If it is not promptly removed, the project is at risk of capital cut and assigned the status quo to the local management". Mr. Chau wants the local authorities to take more drastic measures, deploy construction protection, if not completed in July 2025, the project will be cut capital.
Facing the slow progress due to the category in many projects, the People's Committee of Nghe An province has directed the district authorities to be more drastic, organized dialogue, explained clear and transparent policies and strengthened propaganda so that people could understand and agree with the compensation plan according to the law.
For Hoang Mai II Industrial Park Project, Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An requests departments, agencies, localities and investors to coordinate with concentrated efforts and more drastic implementation on the site clearance on 4 principles in the compensation of land clearance: not to let people suffer but not to profit; Compensation funding must be economical, efficient and in accordance with regulations; Price and pay right after each application; Closely coordinate between investors and departments and localities to have a timely and timely handling plan and specific progress. The goal of completing the land clearance work of Hoang Mai II Industrial Park Project before May 31, 2025.
