On June 2nd, recording along D3 road (the section connecting Phan Van Tri - Quang Trung streets in Go Vap ward), many houses have been dismantled, giving up land for the road expansion project.



According to Mr. Nguyen Huy Can (resident of Go Vap ward), road D3 connects two arterial roads Quang Trung and Phan Van Tri. During peak hours, when the number of vehicles increases sharply, this road section often falls into traffic jams.
During rush hour, the flow of people moving from Phan Van Tri to Quang Trung encounters congestion, so they often take short cuts through D3 road, causing traffic jams in this area. I hope that after the expansion project is completed, the difficult traffic problem here will be completely solved," Mr. Can expressed.

Also according to Mr. Can, the option of expanding the entire route to 30 m is appropriate, has a long-term vision and creates a synchronous symmetry with the general planning of Go Vap area. Currently, Mr. Nguyen Huy Can's house has been dismantled to hand over the site for the project.
He said that when the project passes through, there will definitely be households that fall into the land clearance area, or the remaining land is small. Especially, for families who own prime business frontage locations, the psychology of anxiety and not being completely comfortable is inevitable. However, to aim for long-term development, for the common benefit of the community, most people agree.
The common spirit of me and many people here is to hope that this road will be completed soon, bringing a new, civilized and cleaner appearance to the city," he said.


Recently, the Ho Chi Minh City People's Committee issued a plan to implement compensation, support and resettlement for the D3 road expansion project, the section from Phan Van Tri - Quang Trung street (Go Vap ward). According to the plan, site clearance will be implemented in 20 steps and completed before September 3, 2026.
The D3 road expansion project was approved by the Ho Chi Minh City People's Committee in 2016. Initially, the road was planned to be expanded to 20 m with a construction cost of about 27 billion VND. The compensation and site clearance part was separated into a separate project with a total capital of nearly 84 billion VND. However, for many years the project has not been able to be implemented.
By October 2024, the Ho Chi Minh City People's Council adjusted the investment policy, raising the total project capital to nearly 657 billion VND after merging two projects into one.



Road D3 has a route direction coinciding with alley 312 Quang Trung, 360 m long. When completed, the road will be expanded to 30 m. The project has a total land area expected to be recovered of more than 10,720 m2, affecting 100 cases, including 98 households and 2 units.
Among them, there are 21 cases expected to be arranged for resettlement, including 8 households being completely cleared and 13 households being partially cleared but the remaining area is less than 15 m2, not meeting living conditions. The total estimated cost of compensation, support and resettlement of the project is more than 561 billion VND.
The project is expected to be completed and put into operation by the end of 2027 or early 2028.
The project is expected to contribute to reducing traffic pressure on roads that have been frequently congested in the past such as Phan Van Tri, Quang Trung and Thong Nhat.
