Many concerns as district in Quang Nam proposes planning for 15 more hydropower plants

Proposal to build 15 small and medium hydropower projects

Mr. Tran Van Man - Vice Chairman of the People's Committee of Nam Tra My mountainous district, Quang Nam has just sent an official dispatch to the People's Committee of this province, proposing a list of 15 potential hydropower projects, requesting to conduct research, survey and supplement to the Power Plan VIII in the district.

These are all small and medium hydropower projects, with capacity from 4 to 30MW.

In which, Nam Thang Quang Nam Company Limited proposed to build 3 hydroelectric plants: Dak Di 2A; Dak Di 4A, Tra Tap.

Dai Han Mechanical and Installation Joint Stock Company proposed to build 3 hydroelectric plants: Mang Lung; Ngoc Sec and Tra Don.

Construction Joint Stock Company 699 proposed to build 3 hydropower plants: Song Tranh 1A; Song Tranh 1B and Nuoc Pi.

Truong Thanh Construction Investment Company Limited proposed to build Tra Don and Tra Mai hydropower plants.

Thanh Binh Quang Nam Company Limited proposed to build Tra Cang hydropower plant.

Nuoc Che Hydropower Joint Stock Company proposed to build Dak Di 3 Hydropower Plant.

Nuoc Bieu Hydropower Joint Stock Company proposed to build Nuoc Bieu 1 Hydropower Plant.

Nuoc Buu Hydropower Joint Stock Company proposed to build Nuoc Buu 1 Hydropower Plant.

Nam Tra My District People's Committee believes that investing in and developing power sources in the district is currently very necessary and needs investment attention.

Because, with the potential for developing renewable energy, the basic power transmission infrastructure is complete with a voltage level of 110kV. At the same time, the demand for electricity consumption in the district and other areas is relatively large...

Many concerns

Nam Tra My district currently has 12 hydropower projects in the planning, 1 project is in operation (Tra Linh 3); 7 projects are under construction (Nuoc Bieu, Dak Di 1, Dak Di 2, Nuoc Buu, Tra Linh 2, Tra Linh 1, Tra Leng 2); 4 projects are being prepared for investment (Tak Le, Tra Leng 1, Nuoc Lah 1, Nuoc Lah 2).

It is estimated that 15 newly proposed hydropower projects will affect 29.24 hectares of production forest and 53.48 hectares of people's crop land.

Notably, voters in the mountainous district of Nam Tra My have repeatedly expressed their frustration at the fact that the district has too many hydropower plants, posing a risk of landslides, environmental pollution, and insecurity, affecting the lives of people in the project area.

In March 2024, responding to Lao Dong reporters after announcing the provincial planning, Quang Nam leaders repeatedly affirmed that the province would stop at hydropower projects already in the planning and not develop any more. Quang Nam province firmly maintains the principle of not trading the environment for economic development.

Regarding the request document of Nam Tra My District People's Committee, on December 13, the Office of Quang Nam Provincial People's Committee said that it had forwarded it to relevant departments, branches, localities, and units for research, proposal, and consultation on resolution according to their authority.

Quang Nam province currently has 29/40 hydropower projects in the planning that are in operation, generating electricity, with a total designed capacity of about 1,574MW, and an average annual designed electricity output of about 5.5 billion kWh.

In 2023, hydropower contributed 1,179 billion VND to the provincial budget, ranking 3rd after the automobile and tourism industries.
