Cao Bang Provincial People's Committee has just issued Directive No. 10/CT-UBND to rectify and improve the quality and efficiency of initiative activities in the area, after pointing out many limitations in the past time.
According to the Provincial People's Committee, although initiative activities have contributed to improving working methods and improving task performance efficiency, in many agencies and units there is still a situation of underestimating management work.
The appraisal and recognition of initiatives is still formalistic, lenient, and does not ensure regulations.
Many initiatives do not meet the requirements for novelty, creativity, and application efficiency; the content is duplicated, the practical value is low, mainly serving the purpose of completing emulation and commendation dossiers.
Notably, many initiatives after being recognized are not implemented in practice, causing waste and affecting the quality of emulation work.
Faced with this situation, the Chairman of the Provincial People's Committee requested agencies and units to strictly implement regulations, ensuring that initiatives must originate from practice, be applicable, solve difficulties and improve work efficiency.
Cao Bang province emphasized the requirement not to chase after quantity, not to legitimize initiatives.
The responsibility of the head is clearly defined, and must be held responsible if violations occur in the recognition of initiatives. The review process must be objective, the evaluation council must be professional, work independently, and not be influenced.
Initiatives after being recognized must be made public according to regulations to ensure transparency, create conditions for monitoring and replication.
The Department of Science and Technology is assigned to take the lead in guiding, inspecting, summarizing and reporting to the Provincial People's Committee; and at the same time supporting businesses to implement initiatives associated with production and business.
