Localities are developing re-recruitment plans, arranging, and assigning suitable jobs for non-specialized workers before May 31.

Deploying the 2-level local government model, non-specialized commune-level forces are temporarily arranged until May 31, 2026. After this milestone, localities must complete plans to arrange and resolve regimes for about 120,000 people nationwide.

In Resolution No. 105/NQ-CP, the Ministry of Home Affairs is assigned to preside over and coordinate with relevant agencies to complete legal regulations, guide and monitor the arrangement of villages and residential groups in communes and wards and non-specialized personnel in villages and residential groups in accordance with the requirements in the new situation.

In which, advising on the promulgation of a Decree on the organization and operation of villages and residential groups and some regimes and policies for non-specialized workers in villages and residential groups.

For non-specialized commune-level personnel, many localities such as Ho Chi Minh City, Hai Phong, Nghe An... have proactively reviewed and developed plans to arrange and arrange this team.

In Hai Phong, this locality has approved the resignation of 1,952 non-specialized commune-level workers and is continuing to review to have a solution before May 31.

The review aims to have a basis for summarizing and reporting to the City People's Committee on the results of management and use and continue to make timely proposals, avoiding omissions of subjects when resolving regimes and policies for non-specialized workers at the commune level.

In Ho Chi Minh City, the number of non-specialized workers in the city is still quite large, while the demand for recruitment into the payroll is very limited.

It is expected that Ho Chi Minh City will have more than 5,000 non-specialized workers at the ward and commune levels quit their jobs or rearranged before May 31. The Ho Chi Minh City Department of Home Affairs informed that it is advising the City People's Committee on a recruitment plan in the direction of decentralization to departments, branches, units and localities. Where there is a shortage of staff, they will be proactively recruited.

The Department also researches and coordinates to organize job exchanges, consulting, and support to create conditions for this team.

While there are currently cases where people work very effectively, have capacity, but do not meet the conditions for recruitment into the payroll. According to current regulations, if these cases have to quit their jobs, it is very wasteful.

Therefore, this locality believes that it is necessary to soon have specific guidance from the Ministry of Home Affairs for this group of cases, in order to ensure human resources for the grassroots level. In the coming time, the Ho Chi Minh City People's Council will also study to have specific mechanisms and policies to further support non-specialized workers who quit their jobs.

In Nghe An, this locality is implementing a plan to recruit 58 non-specialized personnel to work as commune-level civil servants, in order to supplement human resources for localities that are still lacking, especially in mountainous and border areas.

58 targets will be allocated to 18 communes in mountainous and border areas where personnel are facing difficulties in the grassroots administrative apparatus.

In Tuyen Quang, there are 278 targets for recruitment as civil servants in Party agencies and the Fatherland Front at the commune level throughout the province. Among them, non-specialized commune-level personnel are one of the 3 groups of subjects considered for recruitment.

In Dak Lak, 257 non-specialized workers at the commune level will be inspected and tested to be recruited as civil servants.

According to Decree No. 170/2025/ND-CP, the head of the civil servant management agency decides to receive non-specialized commune-level personnel.

Regarding the standards and conditions for receiving this group, the decree stipulates based on the proportion of civil servants to be arranged according to each job position in the agency using civil servants, the assigned staff quota and the requirements of the job position to be recruited.
