On April 13, according to PV's investigation, Cao Bang Provincial People's Committee issued a decision decentralizing the authority to issue eligible licenses for karaoke and dance club service business, applied from April 20.
According to the decision, the People's Committee of Cao Bang province assigned the Department of Culture, Sports and Tourism of Cao Bang province to carry out the issuance of licenses for nightclub business services.
Meanwhile, the People's Committees of communes and wards are responsible for licensing karaoke business activities in the area.
This decision replaces Decision No. 04/2020/QD-UBND previously issued. For licensed karaoke establishments, the adjustment or revocation of licenses (if any) will be carried out by the People's Committees of communes and wards according to regulations.
Along with decentralization, state management responsibilities are also specifically regulated.
The Department of Culture, Sports and Tourism presides over the inspection, guidance, settlement of complaints and denunciations and summarizes periodic reports. Relevant departments and agencies coordinate to inspect activities at nightclubs.
The People's Committees of communes and wards, in addition to licensing tasks, must also organize actual appraisal, inspection, handling of violations, publicize administrative procedures and periodically report results to the Department of Culture, Sports and Tourism.
The decentralization aims to contribute to streamlining administrative procedures and improving management efficiency for conditional business lines in terms of security and order in the province.
