Many dykes in Ninh Binh are currently deteriorating, especially due to the impact of recent storms No. 10 and 11, some routes have been eroded, causing unsafe risks.

Digs degraded, unsafe

At the 20.6km long Nam Can flood protection dike, the dike surface has many large cracks, running long enough to cut the road in half. The cracks are 10-20cm wide and 50-70cm deep, forming a wide ditch hundreds of meters long, affecting the safety of the dyke and posing a potential risk to traffic safety.

At many points on the dike surface, the cavities are up to a meter deep, and every time it rains, the water floods into low-lying areas. In addition to the many cracks appearing on the dike surface, the body and foot of the dike also show signs of subsidence. That causes the dike surface to be separated into 2 different high and low blocks, posing many potential safety risks to people and vehicles when traveling through this area.

According to the reporter's research, in addition to the Nam Can dike, many points of the Boi dike and the regional embankment routes managed, operated and exploited by the People's Committees of communes are also seriously degraded. The People's Committees of the communes have also completed the survey, assessment of the current status of the dykes and sent reports to the competent authorities of Ninh Binh province for prompt solutions.

In particular, due to the impact of the recent storm No. 10, the Hai Thinh 3 sea dike, part of the Hai Hau sea dike system (Hai Thinh commune, Ninh Binh province) collapsed at km25+570 about 75m long and was at risk of breaking the dike.

Proposal for the Central Government to support 2,300 billion VND for upgrading

In Ninh Binh province, the sea dike system is currently divided into 4 routes by 5 river mouths: Ba Lat (Red River), Ha Lan (Sa River), Ninh Co (Ninh Co River), Day (Day River), Can (Can River) with a total length of about 90km.

According to the submission of the Ninh Binh Provincial People's Committee, the basic sea-level dykes in the area are designed to only withstand level 9 storms combined with high tides. On the other hand, many dykes have been invested in and built for a long time, after a long time of use, having to withstand many large and complex storms, some sections of the dykes have degraded, posing a high risk of unsafe dykes during the rainy and stormy season.

Therefore, the People's Committee of Ninh Binh province submitted to the Prime Minister, the Ministry of Finance, and the Ministry of Agriculture and Environment to pay attention to and consider investing in renovating and upgrading a number of sea dykes in Ninh Binh province with a total estimated investment of VND 2,300 billion. The investment scale will upgrade the Hai Thinh 3 sea dike with a length of about 1km, build a new wave reduction mechanism and a welding mine embankment system; upgrade the Hai Hau sea dike with a length of about 21km, rebuild culverts under the dike; upgrade the Giao Thuy sea dike with a length of about 12km, and build works on the route. Construction location in Hai Tien, Hai Hoa, Hai Thinh, Hai Quang, Giao Binh communes, implementation period is 2025-2029.

In particular, the Con Tron and Hai Thinh 2 and 3 sea dykes, Thinh Long embankment, are being invested in upgrading and preventing landslides with a length of about 4km, building a T-shaped welding mine system and a wave-reducing mine with a total investment of 500 billion VND, and have completed 80%, initially promoting their effectiveness, contributing significantly to natural disaster prevention and control.
