Voters in Ninh Binh province proposed: According to the expected route of the North-South high-speed railway line passing through Yen Dong commune, the site clearance scope of the project is very large, the number of households needing to be relocated and resettled is large (the length of the commune is about 6.5 km, affecting 5 villages and hamlets).
Voters requested the Government to direct relevant agencies and units to promptly inform and hand over site clearance markers so that localities with projects can implement them, and manage the boundary markers well, avoiding violations within the project implementation site.
Voters also recommended that the authorities study and invest in the construction of roads within the project scope in Yen Dong commune to ensure safety and convenience.
After studying, the Ministry of Construction responded as follows:
Currently, implementing Resolution No. 172/2024/QH15 of the National Assembly, Resolution No. 106/NQ-CP dated April 23, 2025 of the Government and Notice No. 157/TB-VPCP dated April 5, 2025 of the Government Office, based on the site clearance boundary dossier according to the preliminary design in the Pre-feasibility Study Report of the North-South high-speed railway project handed over by the Investor, localities have proactively reviewed, expected the needs and deployed the construction of resettlement areas to serve compensation, support and resettlement work to ensure completion time according to the Master Plan for the Project implementation.
The scope of site clearance of the Project will be accurately determined by consultants in the steps of preparing the Project Feasibility Study Report.
On that basis, the investor will organize the placement of land clearance stakes on the site, handing over to the locality to implement land clearance work according to regulations.
In response to voters' opinions, in the process of preparing the project Feasibility Study Report, the Ministry of Construction will direct the Investor to request consultants on surveying and researching the design of connecting traffic routes to ensure maximum promotion of project investment efficiency and create momentum for economic development of the locality where the railway line passes through.
