The North-South high-speed railway section passing through Ninh Binh province has a total length of about 86km, passing through 21 communes and wards (12 wards and 9 communes) with 3 stations (including Phu Ly station, Nam Dinh and Ninh Binh) and 3 maintenance stations (in Binh Son commune, Lien Minh commune and Yen Thang ward).
According to the representative of the Ninh Binh Provincial People's Committee, the total area of land to be recovered and cleared to serve the project is about 612.4 hectares, of which residential land is 36.47 hectares; agricultural land of all kinds is 513.3 hectares; forest land of all kinds is 11.15 hectares and other land is 51.49 hectares.
The locality will arrange 27 resettlement points for site clearance to serve the High-speed Railway Project on the North-South axis through the province. At the same time, implement the planning of exploiting land funds in the area around the station according to the TOD model (urban development model according to the orientation of public transport development).
Ninh Binh province also prioritizes resources to deploy the construction of the North-South expressway connecting the East, national highways, provincial roads with the high-speed railway station area.
In Dong Van ward, the total length of the route is about 4.8km, the expected corridor width is 52m. The total area of land acquisition and clearance is more than 25 hectares.
Mr. Dang Van Hong - Chairman of Dong Van Ward People's Committee said that to serve the project's site clearance, the ward has established a Steering Committee headed by the Ward Party Secretary.
In particular, the resettlement area with a scale of nearly 1.2 hectares invested by Dong Van Ward People's Committee has been started since August 2025 with a synchronous transportation system and technical infrastructure... will resettle about 30 households affected by the project.
According to Mr. Hong, the biggest difficulty in site clearance for the project is the Vu Xa residential cemetery with 0.63 hectares and about 1,300 graves within the reach of the high-speed railway.
"Currently, according to the adjustment of the general planning of Duy Tien town (old Ha Nam province) by 2050, no land location has been arranged to relocate the cemetery of the people of Vu Xa residential group. Therefore, the People's Committee of the ward has proposed that the People's Committee of Ninh Binh province pay attention to allocating a budget to support the locality in investing in the construction of a resettlement area and a cemetery of Vu Xa residential group for site clearance to serve the project" - Mr. Hong shared.
In Tien Son ward, there is about 5.7km of the North-South high-speed railway running through, with about 28 hectares of land of all kinds having to be reclaimed and relocated for more than 300 graves.
Along with the task of reviewing the preliminary volume of land acquisition, Tien Son ward has sent working groups directly to residential areas to grasp the thoughts and aspirations of households affected by the project to propagate the meaning and importance of the road project to create consensus in implementing land acquisition.
According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, the North-South high-speed railway line is a key project of the State, so the site clearance work must be one step ahead.
The People's Committee of Ninh Binh province has directed the People's Committees of communes and wards to establish a Steering Committee for site clearance work of the project headed by the Secretary of the Party Committee of the commune and ward. At the same time, mobilize the participation of the entire political system, do a good job of propaganda and mobilization so that people understand, agree, and voluntarily hand over the site to serve the project.
Minimize cases where enforcement must be organized. In addition, localities surveyed and determined the locations of resettlement areas with traffic connections and convenient infrastructure for people whose land was recovered to serve the project.
