At noon on November 3, prolonged heavy rain caused many central streets in Dong Hoi and Dong Thuan wards (Quang Tri province) to be deeply flooded, with some places having water reaching half the wheels of cars and motorbikes; many vehicles had to be rescued.
The roads of Huu Nghi, Hai Ba Trung, Minh Mang, Le Truc... were heavily flooded, traffic moved slowly, many sections were partially paralyzed. People had to carry their vehicles through flooded areas or wait for specialized vehicles to pull them out of deep water areas.
The Provincial Civil Defense Command said that at 6am (4am-9am) on the morning of November 3, the common rainfall was 10-40mm; some places were very heavy such as Tan My (Bac Gianh Ward) 108mm, Ba Don 69mm, Ta Rut 69mm, Truong Son 54.2mm. The previous heavy rains caused the soil to be saturated, water drained slowly, causing widespread flooding in low-lying areas and along low-lying streets.


At 9:00 a.m., the water level of Kien Giang River at Le Thuy was at 2.82 m (0.12 m) higher than alert level 3; other rivers fluctuated around alert level 12. It is forecasted that from 10am to 10pm today, Quang Tri will continue to have moderate to heavy rain, some places will have very heavy rain, the total rainfall will be up to 120mm, the extreme point can exceed 150mm; the heavy rain will be concentrated from now until the morning of November 4, the risk of deep flooding continues.

At sea, storm Kalmaegi is in the eastern part of the central Philippines, strong winds of level 11 gusting to level 15 and moving rapidly to the west; the circulation away from the storm may continue to supplement moisture, causing heavy rain in the Central region.
The authorities recommend that people limit going into deeply flooded areas, do not try to drive through areas with fast-flowing water; proactively move and cover vehicles at high positions; monitor traffic diversion announcements, flood warnings from authorities and be ready to evacuate when required.
