According to the reporter of Lao Dong Newspaper, An Duong Vuong Street through Thong Nhat Ward, Phu Tho Province (Thai Binh Ward, Hoa Binh City, old Hoa Binh Province) was most severely affected with rising water levels from 50 - 70 cm, causing many vehicles to stall, making it very difficult for people to travel.

Ms. Nguyen Thi Hoa - a resident of this road - said that every time there is prolonged heavy rain, the water flow from the hillside stagnates, while the local drainage system has not been invested in synchronously, leading to frequent flooding.

People passing through flooded areas on An Duong Vuong Street need to be very careful, because rising water levels pose many risks such as subsidence, manhole covering or sudden strong water flow.
The authorities recommend that pedestrians and motorbikes should limit travel during deep flooding and proactively choose alternative routes to ensure safety for themselves and their vehicles.
According to the National Center for Hydro-Meteorological Forecasting, from September 29 to 30, Phu Tho province will have heavy to very heavy rain, with total rainfall ranging from 100 - 200 mm, locally over 300 mm; it is necessary to be on guard against flash floods, landslides and urban flooding.
