Quang Tri - Although storm No. 10 has not made landfall, strong winds and waves have begun to rise.

According to the reporter of Lao Dong Newspaper, at Nhat Le beach (Quang Tri province), from the morning of September 28, the wind will flood strongly, the waves will rise and tend to increase gradually. Although the weather in this area is not raining, the air is cloudy, heavy, with prolonged gusts of wind.

According to the Standing Office of the Quang Tri Provincial Civil Defense Command, at 4:00 a.m. on September 28, the center of storm No. 10 (Bualoi) was at about 16.2 degrees North latitude; 110.2 degrees East longitude, in the sea west of Hoang Sa archipelago, about 200km east of Da Nang. The strongest wind near the storm center is level 12 (118-133 km/h), gusting to level 15, moving in the West Northwest direction at a speed of about 30 km/h.

In the past 24 hours, the province has had moderate rain, heavy rain, and very heavy rain in some places. Total rainfall is generally 90 - 160mm, many places are higher such as Dong Ha 247.6mm, Hien Luong 218.4mm. It is forecasted that from September 28 to 30, the total rainfall in the province will be 100 - 300mm, with some places over 400mm.

The water level on the rivers is rising, many stations have exceeded alert level 1, such as Hieu River at Dau Mau 21.38m, Ben Hai River at Hien Luong 1.19m. From now until September 30, flood peaks of rivers are likely to reach alert level 2 - 3, some places above alert level 3, with a very high risk of widespread flooding in downstream areas, flash floods and landslides in mountainous areas.

By the morning of September 28, all 8,577 ships with more than 23,200 workers had entered safe shelters. The province has also moved all tourists on Con Co Island to the mainland. Irrigation and hydroelectric reservoirs are operating safely, with a capacity of about 74.46% of the designed capacity.

Heavy rain caused flooding on some roads such as DT.588A, QL.15D, QL9.B, QL.49C; many spillways were cut off. Some landslides on the banks of Kien Giang and Vinh Dinh rivers have appeared, with a total length of more than 300m.

The People's Committee of Quang Tri province has issued an urgent telegram, requesting localities and units to deploy response plans, deploy guards at dangerous locations, increase warning information, ensure the safety of people's lives and property.
