On the morning of September 30, Ms. Nguyen Thi Huong (28 years old, office worker, living in Dich Vong urban area) woke up earlier than usual to get to work in time. But after only 500 meters, she had to walk because her motorbike stalled.
"The rising water was more than half a wheel, the car stalled immediately. I had to take the motorbike to repair it, it was wet from head to toe. After that, I returned home to change clothes and park the car" - Ms. Huong shared.

By the afternoon, she had to walk through this area, but the road to the company was still flooded up to her knees. Around her, some people tried to push her onto the sidewalk to avoid the water, while others agreed to turn off the engine and take the motorbike around the flooded area. The chaotic scene in the middle of the street caused the female employee to turn around and text the leader to ask to work online at home.

Not only Ms. Huong, many other workers are in a similar situation. Mr. Pham Duc Anh (37 years old, construction engineer, working at My Dinh) said that this morning, he had to take a day off work because Nguyen Hoang Street where he passed was flooded nearly 50cm deep, with vehicles lining up to stall in large numbers.
"I planned to risk passing, but saw many vehicles being swept away, so I had to turn around. The company is also flexible for employees to take a day off or work remotely" - Mr. Duc Anh said.

According to the reporter's records, from this morning to this afternoon, the number of vehicles stalled on flooded streets has increased dramatically. Motorcycle repair shops in wards such as Cau Giay, Thanh Xuan, Ha Dong are operating at full capacity, many places have no more parking spaces waiting for repair.
Mr. Nguyen Van Tung, the owner of a car repair shop on Tran Binh Street, said: "In the morning alone, I received nearly 20 cars that stalled due to flooding. Some vehicles only need to be dried and repaired, but many vehicles are severely damaged and have to be removed from the appliance for cleaning and repair."
Lawyer Nguyen Trong Nghia - Hanoi Bar Association said that, based on Article 99 of the 2019 Labor Code, the salary for severance pay is regulated as follows: If it is the employer's fault, the employee will be paid the full salary according to the labor contract;
If it is the employee's fault, that person will not be paid; other employees in the same unit who have to stop working will be paid at the level agreed upon by both parties but not lower than the minimum wage;
If due to an electricity or water problem that is not the employer's fault or due to natural disasters, fires, dangerous epidemics, fears, relocation of the location of operation at the request of a competent state agency or for economic reasons, the two sides will agree on the salary for severance pay: In case of a job loss of 14 working days or less, the agreed severance pay will not be lower than the minimum wage; In case of having to stop working for more than 14 working days, the severance pay will be agreed upon by both sides but must ensure that the salary for severance pay for the first 14 working days is not lower than the minimum wage.
Thus, in case an employee has to stop working due to flooding at the request of a competent state agency, he/she will receive a severance pay according to the agreement between the employee and the employer.
