The economic picture has many bright spots
Over the past 5 years, Ninh Binh's socio-economic situation has achieved comprehensive results. The average GRDP growth rate in 2020 - 2025 reached 9.26%/year, the scale of the economy after the merger reached 352,164 billion VND, the average GRDP per capita was 89.45 million VND. Budget revenue in 2025 is estimated at VND 75,219 billion, basically the province has ensured a balance of revenue and expenditure.
The economic structure has shifted positively, industry, construction and services account for 81.25% of the production value, agriculture - forestry - fishery decreased to 11.07%. Industry has developed rapidly, industrial parks and clusters have been filled, especially Ninh Co Economic Zone and Ha Nam High-Tech Park have been established, opening up new development space for the province.
The service industry affirms its spearhead role. Tourism surpassed the peak before the COVID-19 pandemic with more than 10 million visitors/year, the total retail sales of goods and services in the 2020-2025 period reached nearly 1 million billion VND. Cultural, educational, medical and sports industries also developed in the direction of high quality, creating soft power for the locality.
Agriculture is shifting towards ecology, applying high technology, linking production with processing and consumption. The whole province has formed over 900 national 4-star and 5-star OCOP products, contributing to building a brand and promoting agricultural tourism. Up to now, Ninh Binh has basically completed the goal of building a new rural province, the lives of rural people have been improved, and the appearance has changed significantly.
Urbanization is taking place strongly. Key transport infrastructure is invested in, opening a new development corridor. Synchronous and modern urban planning, shaping the face of an urban area that harmoniously connects heritage and sustainable development.
Building Ninh Binh into a centrally-governed city
The 1st Ninh Binh Provincial Party Congress identified the motto "Solidarity - Responsibility - Discipline - Breakthrough - Development", setting the goal of Ninh Binh becoming a modern industrial province, high-quality tourism services, green urban area associated with heritage, striving to become a centrally-run city by 2030.
The development momentum is shaped by three breakthroughs: Innovation in thinking and action; improving the effectiveness of the political system; developing science and technology and digital transformation. The province focuses on key areas such as industry, tourism, education and training, healthcare, and innovative startups.
Ninh Binh prioritizes attracting investment resources in strategic infrastructure: Expressway, airport, deep-water seaport, high-speed railway station, inter-regional connecting routes Phu Ly - Hoa Lu - Nam Dinh. Orient urban development associated with public transport (TOD), form a modern urban chain, linking industrial parks, tourist areas, and economic zones.
Regarding Party building and the political system, the province focuses on rectifying and innovating local leadership and governance methods in the direction of creating development.The government at both levels is being operated in a streamlined, effective and efficient manner.Personnel work has been strongly innovated, building a team of qualified, capable, and prestigious leaders who meet the requirements of tasks in the new situation.
