The Chairman of the Hanoi People's Committee has just signed document No. 5469/UBND-TTDLCNS dated October 8, 2025 on checking information about Phu Minh Industrial Cluster discharging waste in violation of regulations, causing environmental pollution.
Accordingly, Hanoi Radio and Television Station, September 22, 2025, reported "Not exchanging the environment for economic development?"; received feedback from people in Phu Minh Residential Group, Dong Ngac Ward continuing to express their frustration through the information channel of the Hanoi People's Committee Office.
Regarding this, Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Industry and Trade to preside over and coordinate with the City Police, Dong Ngac Ward People's Committee and relevant agencies and units to urgently inspect and clarify the information reported by Hanoi Radio and Television Station and the people; focus on thoroughly handling areas and locations with serious environmental pollution and strictly handling violations (if any), not to cause public outrage and public opinion; report to the City People's Committee on the implementation results before October 13, 2025.
At the same time, the People's Committees of communes and wards are required to urgently coordinate closely with departments, branches and sectors to implement Plan No. 267/KH-UBND dated September 30, 2025 of the City People's Committee; strengthen the role of grassroots authorities in site supervision, coordinate local pollution handling, promptly mobilize the community to participate in preventing environmental incidents; do not let it cause public outrage and public opinion in the management area.
Previously, at the end of September 2025, the press reported the pollution situation in the Phu Minh Industrial Cluster (Dong Ngac ward). Accordingly, on the afternoon of September 16, red water rose, overflowing into a residential area on Phu Minh Street (Co Nhue 2 Ward, Bac Tu Liem District, Hanoi).
At this time, it was raining, the water was half the wheel of the motorbike of the passersby. According to the reflection, the water here has a strange red color and an unpleasant smell. The deeper you go into the alleys, the deeper the water is flooded, the darker the red color, and some spots have scratches on the surface.
On September 17, speaking to the press, a representative of the Bac Tu Liem district (Hanoi) said that they had assigned the district's Department of Natural Resources and Environment to preside over and coordinate with relevant units to inspect the phenomenon of red water appearing in Phu Minh residential group, Co Nhue 2 ward.
