Mr. Nguyen Sy Trong - Deputy Director of Minh Duc General Construction Co., Ltd. (construction unit) - said: The biggest reason comes from the fact that the handover of land is not continuous, and the positions of power poles within the area have not been handled. Some sections of the route were cleared first, but interspersed with positions that have not completed compensation, causing the entire route to be divided and unable to organize synchronous construction.
Mr. Trong said that the ground is not continuous, making construction difficult to synchronize, affecting quality. Bad weather, increased material prices further increase pressure; currently there are about 3km waiting for ground.
Not far away, the road to the center of former Phin Ngan commune (now Bat Xat commune, Lao Cai province) with a total investment of 34 billion VND also encountered a similar situation. Although it has been extended many times, the land handover is not finalized, causing the construction progress to be prolonged.
Mr. Nguyen Anh Tuan - technical officer of Dong A Import-Export Production Joint Stock Company admitted that after nearly 4 years of construction, the project has only completed 3.5/6.8km of road. Besides site clearance obstacles, due to lack of embankment soil, many sections are under construction.
Machinery and manpower are sufficient, but there is a lack of soil to build the foundation. Currently, we need about 20,000 cubic meters of soil to build enough, but we still have to wait for the investor to introduce the soil taking location. Not to mention the number of locations adjusting construction drawings that need to be approved for route adjustment to be able to continue working" - Mr. Tuan said.
Similarly, the project to renovate and upgrade Provincial Road 160, the section from National Highway 279 (belonging to Xuan Hoa commune) to Bao Yen commune with a length of 12.5km, with a total investment of more than 103 billion VND, is also behind schedule for nearly 1 year due to site clearance issues.
According to the leader of Xuan Hoa Commune People's Committee, for a long time, site clearance work has encountered many difficulties due to land, assets on land, as well as the unification of compensation plans, causing project progress to be affected.

Removing "bottlenecks" to clear roads
Talking to Lao Dong Newspaper, Mr. Chu Duc Hai - Director of the Lao Cai Provincial Traffic Construction Investment Project Management Board - pointed out many bottlenecks leading to many traffic projects in the area being delayed. For example, according to the design, the road will excavate point A to take soil to fill point B, but in reality, due to site clearance issues, it cannot be done synchronously at once. Some locations are partially cleared, and two or three parts are stuck, so if done "stiffly" will not ensure aesthetics and economic efficiency.
The key here is that site clearance must go one step ahead. When people understand and agree, the project progress can be ensured. For key projects, the government needs to strengthen direct dialogue with people, thoroughly resolve each specific case, avoid prolonging and affecting the overall progress" - Director of the Lao Cai Provincial Traffic Construction Investment Project Management Board said.
Leaders of some highland communes also said that when the site has not been handed over synchronously, contractors can hardly deploy construction on a large scale.
In the coming time, the locality will promote inventory and transparent payment to create consensus, thereby clearing ground, helping the project to be implemented smoothly and promote efficiency.
