According to information from Hoa Binh ward, at around 5am on December 6, on the inter-village road section of Thang Loi residential group, Hoa Binh ward, Ms. Pham Thi M, while exercising, discovered an abandoned newborn baby, placed on a foam cover. After the discovery, Ms. Pham Thi M took the child to Hoa Binh Ward Police to report.
Through initial verification, the abandoned baby had a female gender, good health condition, no birth defects detected, and weighed about 5 kg. The girl was wearing a blue outfit, wrapped in a blue scarf on the outside.
The People's Committee of Hoa Binh Ward publicly announced that the child was abandoned with the above identification information from December 7 to 13, requesting the child's father, mother or relatives to contact the People's Committee of the ward (through the Office of the People's Council and the People's Committee of the ward) to complete the procedures to receive the child back. After the above public announcement period expires, if there is no information about the biological father and mother of the child, the People's Committee of Hoa Binh Ward will notify Hoa Binh Health Station No. 2 to carry out birth registration procedures for the child according to regulations.
