Cao Bang is deploying the construction of 11 ethnic minority boarding primary and secondary schools in border communes to meet the learning and living needs of highland students.
As Lao Dong Newspaper has reported, although required to be completed before August 30, 2026, many projects are still behind schedule.
According to PV's investigation, phase 1 has 11 projects implemented, of which 10 projects use state budget capital, and Phuc Hoa Ethnic Minority Boarding Primary and Secondary School is invested from funding from Hanoi City.


Real-world records show that by July 2026, most of the projects have completed ground leveling, foundation construction, or are preparing to build the first floors.
Many projects such as Lung Nam, Quang Han, Duc Long, Truong Ha, Dam Thuy, Dinh Phong and Phuc Hoa... the progress achieved ranges from 25-38%.
The whole province has many projects behind schedule, putting great pressure in the context of the new school year approaching.
On July 6, information from Cao Bang Provincial People's Committee, Chairman of the Provincial People's Committee Le Hai Hoa just inspected the construction progress of inter-level boarding schools in Duc Long, Phuc Hoa, Dam Thuy, Dinh Phong and Quang Trung border communes.
At the scene, the delegation inspected classrooms, administration buildings, dormitories, dining rooms, technical infrastructure; listened to the investor, consulting unit and contractors report on progress, difficulties and solutions to accelerate construction.

According to the Cao Bang Provincial Investment and Construction Project Management Board, the projects are being accelerated, but some items are still at risk of being delayed due to the impact of prolonged rainy weather and difficult construction conditions.
Through inspection, the Chairman of the Provincial People's Committee recorded positive changes at the Phuc Hoa, Dam Thuy and Quang Trung projects when units proactively mobilized forces, organized more construction teams and had positive progress.
However, the Chairman of the Provincial People's Committee seriously criticized the progress of the 2 projects Duc Long and Dinh Phong; saying that the contractor, construction site commander and the Investment and Construction Project Management Board of Cao Bang province (the investor) have not closely followed the site, have not promptly removed difficulties, and have delayed many key items compared to requirements.

At the same time, directing contractors to urgently supplement skilled personnel, organize construction simultaneously in many directions, increase shifts, increase crews, review the roadmap and prioritize completing items serving the opening ceremony.

In case the contractor does not meet the requirements, the investor must transfer the volume or supplement subcontractors according to regulations, and at the same time issue a written warning and handle responsibilities for units that are behind schedule.


For the Project Management Board, departments, branches and localities, the Chairman of the Provincial People's Committee requested to strengthen close monitoring of each project, control progress daily, and promptly remove obstacles related to human resources, materials, site clearance, payment and procedures.
The Office of the Provincial People's Committee is assigned to continue to organize regular inspections to ensure that projects are completed on schedule and meet the requirements for the opening of the 2026 - 2027 school year.
