On June 22, Mr. Tran Hong Thai, Chairman of Lam Dong province, signed a decision (No. 1323/QD-UBND) approving the results of selecting investors for the Bao Loc - Lien Khuong expressway construction investment project (phase 1).
The project is invested under the public-private partnership (PPP) method, the type of construction - business - transfer (BOT) contract.
The winning investors include: Joint venture of T&T Transport Infrastructure Development Investment Company Limited, Phuong Trang Group Investment Joint Stock Company (Futa Group); Phuong Thanh Investment and Construction Joint Stock Company (T&T Transport Infrastructure Joint Stock Company - Futa Group - Phuong Thanh).
The winning bid value is more than 11,900 billion VND. This includes interest; excluding the cost of sub-projects for site clearance using State capital.
The construction period of the project and infrastructure system is 30 months. The operation and business period is 19 years and 10 months.
The Lam Dong Provincial Traffic Project Management Board, the consulting unit and the expert team evaluating the bidding documents are responsible for the accuracy of the content and data.
These units are also responsible for ensuring the suitability of documents according to the provisions of the law on investment under the public-private partnership method and other relevant legal provisions.
The Provincial People's Committee assigned the Lam Dong Provincial Traffic Project Management Board to base on the approved investor selection results.
The Lam Dong Provincial Traffic Project Management Board fully fulfills the responsibilities of the bidding party to implement the next steps in compliance with the provisions of relevant laws.
On the other hand, Lam Dong Provincial Traffic Project Management Board will preside over and coordinate with relevant agencies to draft contracts, organize negotiations, and complete PPP contracts with investors.
Based on the results of negotiations, contract completion, report to the competent authority to organize the signing of contracts with investors and project enterprises and publicize project contract information according to regulations.
The Bao Loc - Lien Khuong Expressway Project Phase 1 is one of the key projects of Lam Dong province.
The project aims to connect economic regions, promote the development of strategic transport infrastructure and contribute to the socio-economic development of the Southern Central Highlands.
The starting point of the Bao Loc - Lien Khuong expressway is at Km126+484.93 in Loc Phat ward, Bao Loc city (Lam Dong) - coinciding with the end point of the Tan Phu - Bao Loc expressway (Km125+675), the end point of Km200+100 intersects with the Lien Khuong - Prenn expressway (Km208+650 in Hiep Thanh commune, Duc Trong district (Lam Dong).
The total length of the route is about 73.62km. This is a level I road traffic project of group A, with a design speed of 100 km/h. The entire route is expected to have about 47km of service roads and 19km of level crossings to connect residents on both sides of the route.
The project's rest stop is located on both sides of the expressway at Km132+300 (right of the route) and Km135+000 (left of the route), in Loc An commune (Bao Lam district) with a scale of about 5 hectares/way in phase 1.
The rest stop will be completed in sync with the Bao Loc - Lien Khuong expressway to ensure the operating conditions of the expressway.
