On November 3, the leader of Phu Quoc Special Zone said that the People's Committee of Phu Quoc Special Zone had issued a plan to register land, issue a Certificate of Land Use Rights for the first time for land allocation and land use conversion for households and individuals in Phu Quoc Special Zone, An Giang Province.
According to the leader of the People's Committee of the special zone, the issuance of the plan aims to complete the completion of land registration and the issuance of the first Land Use Rights Certificate (for eligible plots of land), in order to establish a legal basis between the State and the land user, helping the State to effectively implement land management measures. At the same time, it is necessary for land users to fully exercise their rights and obligations according to the provisions of the Land Law and feel secure in investing in exploiting land potential.
The implementation process must determine the cases that are eligible and do not meet the conditions for granting land use right certificates, and cases of land managed by the state.
The Department of Agriculture and Environment presides over and coordinates with specialized departments and working groups in the area to advise and propose to the People's Committee of Phu Quoc Special Zone to simultaneously deploy implementation solutions, regulations on land registration procedures and the issuance of first Certificates. At the same time, coordinate with relevant departments and branches to resolve problems in granting Certificates, ensuring that by the end of 2025, the registration and issuance of the first Certificate in the area will be basically completed.
The People's Committee of the special zone said that this is also to rectify and overcome shortcomings and limitations in state management of land, especially the work of granting Land Use Rights Certificates to households and individuals and establishing a land database in the area.
Complete the construction of a cadastral database in the area, strive to achieve 100% of the pending land use right certificate applications by December 31, 2025.
For administrative agencies, administrative activities at the commune, ward, and special zone levels; socio-political organizations at the commune, ward, and special zone levels; armed forces units (Army and Police); religious organizations; National Park and other economic organizations. After reviewing, there are about 350 plots of land in Phu Quoc special zone, with an area of 1,554 hectares. For organizations implemented by the Steering Committee for granting land use right certificates by the Provincial People's Committee.
For households, individuals, and communities using land that have not been granted a Land Use Rights Certificate, the area is about 4,024 hectares.
The People's Committee of the special zone said that for the documents received from previous years under the 2013 Land Law, the Land Use Rights Certificate has been printed and divided into 3 processing periods until December 31, 2025.
For the dossier received under the 2024 Land Law, the dossier will be handed over to the Working Groups for continued implementation. In particular, Tho Chau special area (old Tho Chau commune) has 2 dossiers to receive dossiers according to the 2024 Land Law, then transfer them to Tho Chau special area.
For the dossier for mass registration and issuance of land use right certificates for the area of protective forest land assigned to the locality for management, the Department of Agriculture and Environment is responsible for receiving documents from previous communes and wards and synthesizing instructions on the procedures for implementing documents eligible for issuance of certificates according to the 2024 Land Law.
The People's Committee of the Special Zone requires the implementation of publicity and transparency of procedures, processes and fees for granting Certificates. Fully publicize the process, procedures, processing time and fees and charges related to land registration, issuance of Land Use Rights Certificates at the place of receipt of documents. Organize the declaration, land registration, and approval of documents according to the public process; speed up the progress of reviewing documents that have declared land registration, especially for documents under the authority of the People's Committee of the special zone.
