From changing ways of doing things to changing outcomes
After the merger, pressure is placed on all levels of government, especially in sensitive areas such as land, investment, and site clearance - where delays can cause projects to miss pace every day. In that context, the province's management choice is very clear: assigning responsibility to each stage, shortening the process, and tightening progress discipline.
At the grassroots level, that change appears through daily work experience. Mr. Bui Quoc Hoan - Chairman of Lien Son Commune People's Committee - acknowledged: "Difficult things are many, but coordination between provinces and communes is now clearer. Dossiers transferred to and from have specific timelines, so they are not condensed". A short sentence, but reflecting the nature of the new apparatus: there is no longer a gap in responsibility.
Administrative reform is therefore no longer a long report, but is shown by a telling number: 98% of dossiers are resolved on time; land, investment, and business procedures are shortened; the digital system from the Public Administrative Service Center to commune-level one-stop points operates stably.
For the people, it is felt very directly. Ms. Dang Bich Dung, Viet Tri ward, shared: "Before, I had to travel a few times, now officials guide me very clearly. People are assured.

When the apparatus operates smoothly, the economic flow is unlocked. After only a period of implementing the new model, the province's GRDP reached 412.4 trillion VND, an increase of 55.5 trillion VND compared to 2024.
The processing and manufacturing industry continues to be a pillar: computer and electronic equipment production reached 34 million products, an increase of nearly 75%; electronic component revenue reached 314.5 trillion VND, an increase of more than 38%. Trade and services recovered strongly, total retail sales reached 199.1 trillion VND, an increase of 15.2%.

State budget revenue reached 57,409 billion VND, exceeding the estimate by 27.5% - a rare increase in many years. Public investment is estimated to disburse 95%, many inter-regional infrastructure projects, industrial parks, and urban areas are being accelerated. Along with that, the investment environment continues to improve, reflected in 1.51 billion USD of FDI capital and more than 260 trillion VND of newly registered and increased DDI capital.
At the second session of the 19th Provincial People's Council, Mr. Phan Trong Tan - Vice Chairman of Phu Tho Provincial People's Committee summarized the operating spirit of 2025: focusing on removing bottlenecks, improving governance efficiency, creating a favorable environment for businesses and better serving the people. Reality shows that that spirit has entered life, not stopping at the parliament.
Social life - a place to verify policies
Economic growth is only truly meaningful when verified by social changes. In 2025, that movement emerged from very specific things: schools in difficult areas were newly built, medical procedures shortened waiting times, and poor households escaped poverty thanks to sound and correct policies.
Social security continues to be an important support. The province creates jobs for more than 57,000 workers, of which over 3,000 people go to work abroad on a fixed-term basis under contracts. The poverty rate has decreased to about 2.7% according to multi-dimensional standards; more than 8,500 households are supported in housing, livelihoods, and healthcare.
Education - health have made clear progress. The rate of schools meeting national standards has increased to 84%, many temporary classrooms and degraded classrooms have been removed. The health sector has increased the number of hospital beds to 43 beds/10,000 people, the number of doctors reached nearly 14 people/10,000 people; health insurance covers more than 94% of the population.
In the field of culture - society, 86% of residential areas meet cultural standards; festivals and tourism are organized more methodically, creating new livelihoods for people. A homestay owner in Thanh Thuy shared: "More customers come thanks to completed roads and more promotion by the province. People also have more motivation to do services".

Natural resources and environmental management has changed in a direction of clear responsibility and effectiveness. Inspection and handling of violations of minerals and land have been strengthened; many prolonged hotspots have been resolved. The rate of urban domestic waste collection reached over 95%, rural areas reached over 70%; waste and wastewater treatment projects have been accelerated. National defense and security have been maintained, and social order and safety are basically stable.
At a time when the 19th Provincial People's Council is considering and discussing 25 important resolutions, the results of 2025 are not only the foundation for new policies, but also a clear proof of the capacity of the new apparatus: enough bravery to act, enough practicality to persuade.
Phu Tho enters 2026 not only with higher goals, but with a foundation that has been verified by results, by social trust and by visible changes in each residential area, each person.
