On May 14, 2026, Phu Tho Provincial People's Committee issued Plan No. 167/KH-UBND to implement Plan No. 21-KH/TU of the Provincial Party Committee Standing Committee on implementing Directive No. 34-CT/TW of the Party Central Committee Secretariat related to social housing development in the new period.
The plan demonstrates the province's determination to ensure social security, improve the quality of life of people, especially vulnerable groups and low-income people.
According to the set target, by the end of 2026, the whole province will basically eliminate temporary and dilapidated houses for poor households, near-poor households and people affected by natural disasters and climate change.
Along with that, 100% of households of people with meritorious services facing housing difficulties or having degraded houses will be supported to repair or rebuild. This is considered one of the key tasks to ensure stable people's lives and promote sustainable development.
The province also sets a goal to annually review and promptly handle new cases of temporary houses and degraded houses through national target programs and socialized resources.
At the same time, the province strives to complete the construction of 64,400 social housing units (NOXH) according to the targets assigned in the Project to develop at least one million NOXH apartments for low-income people and industrial park workers in the period 2021 - 2030 of the Government.
To effectively implement the plan, the Provincial People's Committee has set out 6 key task groups. In which, the province focuses on promoting propaganda to raise awareness of officials, party members, businesses and the whole society about the role of NOXH in socio-economic development.
Planning work is also required to be implemented synchronously, prioritizing the arrangement of NOXH projects in convenient locations, associated with industrial parks and ensuring full technical infrastructure and essential social infrastructure.
In addition, the province will continue to review and improve mechanisms and policies related to social housing; diversify the forms of buying, renting and renting-purchasing houses for low-income people and workers.
Mobilizing resources is also identified as a key factor. In which, the state budget will be prioritized for appropriate allocation, while encouraging domestic and foreign enterprises to participate in investing in social housing development.
The Provincial People's Committee requests departments, branches and local authorities to proactively deploy tasks according to assigned functions, ensuring progress, quality and efficiency of implementation.
The Department of Construction is assigned to be the focal agency to monitor, inspect, urge and summarize periodic reports on the results of the plan implementation, promptly remove difficulties, and ensure the completion of set goals on schedule.
