Notably, the Ministry of Health has developed a plan to implement the arrangement and reorganization of public service units directly under the Ministry of Health, in which:
For public service units under the organizational structure of the Ministry of Health performing the function of serving state management: The Ministry of Health proposes to keep 3 units: Department of Strategy and Health Policy; Health and Life Newspaper, National Health Information Center.
For the block of hospitals directly under the Ministry of Health: The Ministry of Health plans to transfer 5 hospitals directly under the Ministry of Health to local management (Hospital 74 Central, Quang Nam Central General Hospital, Central Mental Hospital 2, Quynh Lap Central Fever - Dermatology Hospital, Hanoi Orthopedics - Rehabilitation Hospital);
And it is expected to merge and reorganize 5 other hospitals directly under the Ministry of Health (Hospital 71 Central, Hospital of Nursing - Rehabilitation Central, Hospital of Orthopedics - Rehabilitation Quy Nhon, Hospital of Orthopedics - Rehabilitation Can Tho, Hospital of Orthopedics - Rehabilitation Ho Chi Minh City) into hospitals and universities directly under the Ministry of Health.
It is expected that after reorganization, the Ministry of Health will reduce 10 hospitals directly under the Ministry of Health, and the Ministry of Health will only directly manage 29 general and specialized hospitals with advanced specialized techniques, leading industries to perform professional direction, technology transfer and training of high-quality human resources.
For training institutions: The Ministry of Health plans to merge Hai Duong University of Medical Technology into Hai Phong Medical University) and continue to maintain 10 universities, academies and 1 Central Pharmacy College of Hai Duong directly under the Ministry of Health.
It is expected that after the arrangement, the Ministry of Health will reduce 1 University directly under the Ministry of Health.
Regarding the arrangement of preventive health units: The Ministry of Health plans to reorganize the prevention health units directly under the Ministry of Health as follows:
Merging the Department of Nutrition, the Department of Occupational Health and Environment, and the Central Department of Malariology - Parasitology - Entomology into the Central Department of Hygiene and Epidemiology to perform the functions of the Central CDC directly under the Ministry of Health;
Merging the Ho Chi Minh City Department of Malariology - Parasitology - Entomology and the Ho Chi Minh City Department of Public Health into the Ho Chi Minh City Pasteur Institute to perform the function of CDC in the Southern region under the Ministry of Health;
Continue to maintain the remaining contingency units, which are service units directly under the Ministry of Health, and arrange the overall organization within these units to perform the function of regional CDC.
It is expected that after reorganization, the Ministry of Health will reduce 5 preventive health units.
After implementing the arrangement and reorganization of directly affiliated public service units, the Ministry of Health will reduce 22 units (transferring 6 units to localities for management, reorganizing and reorganizing 16 other public service units) out of a total of 90 directly affiliated public service units of the Ministry.
