In particular, it is necessary to pay attention to reviewing new regulations on decentralization and delegation of authority in the field of state management of the Ministry of Construction. Synthesize, propose, and report to the Prime Minister before June 25, 2025.
Previously, in early June 2025, the Ministry of Construction sent an official dispatch to Deputy Prime Minister Tran Hong Ha on the investment plan to complete the construction of the CT.07 expressway section Hanoi - Thai Nguyen under the PPP form.
The Ministry of Construction recommends that the Government leaders consider agreeing on proposals to expand investment in the Hanoi - Thai Nguyen - Cho Moi expressway and assign the People's Committee of Thai Nguyen province as the competent authority to organize implementation according to regulations.
According to the plan, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) is 227 km long, with a scale of 4 - 6 lanes, and an investment roadmap before 2030. Of which, the Hanoi - Thai Nguyen section has a scale of 6 lanes; the Thai Nguyen - Bac Kan - Cao Bang section has a scale of 4 lanes.
Currently, this route has a scale of 2 - 4 lanes, so upgrading and expanding to the planned scale is appropriate.
Recently, Phuong Thanh Traffic Investment and Construction Joint Stock Company is the only unit to propose implementing the Hanoi - Thai Nguyen Expressway Complete Construction Investment Project under the PPP method.
The two proposed options include: investing in the construction of the Hanoi - Thai Nguyen section, from the Ring Road III intersection to Tan Long intersection, the route length is about 63.76 km, speed 100 km/h, the investment level is about 6,790 billion VND, the state does not participate in investment capital support.
Option 2, investment in the construction of the Hanoi - Thai Nguyen - Cho Moi section, route length 100.69 km, speed 80 - 100 km/h. The investment progress is divided into two phases.
