Mixed package with 8 winning bids
The project "Pac Luong Village Residential Area (resettlement service) under the GPMB Sub-project of Trang Dinh District, Lang Son Province, serving the investment project to build the Dong Dang (Lang Son Province) - Tra Linh Expressway (Cao Bang Province) under the form of public-private partnership (PPP) (phase 1)" - was approved by the People's Committee of Lang Son Province under Decision No. 654 dated March 15, 2025.
This is a project under Group C with a total investment of more than 75 billion VND, invested by Trang Dinh District People's Committee; Trang Dinh District Investment and Construction Project Management Board (DTXD) is assigned to represent the LPDA investor.
On June 19, the Trang Dinh District Construction Investment Project Management Board approved the results of the contractor selection of the "EC Mixed Package (geological, terrain survey, construction drawing design, total estimate, construction, equipment installation) (including 10% of contingency costs)" of the project.
The above mixed package is priced at more than 52 billion VND from the state budget. The consortium of contractors for the construction of the residential area of Pac Luong - Trang Dinh village was approved to win the bid with a price of more than 40.6 billion VND.
The above consortium includes 8 contractors: Hoang Ha Lang Son Company Limited, Green Technology Solutions Joint Stock Company, Lang Son Water Supply and Drainage Joint Stock Company, Le Quang Trade and Technical Services Joint Stock Company, Hung Phat LS Construction Investment Company Limited, Thanh An Lang Son Construction Investment Joint Stock Company, Thanh Nam Investment and Development Joint Stock Company, Tan Minh Construction and Trading Company Limited.

After the contractor selection results are available, the 8 above-mentioned enterprises will have a package implementation period of 6 months, the package implementation location is in De Tham commune, Trang Dinh district.
The project will invest in the construction of a synchronous technical infrastructure system of the resettlement area, including traffic works; power supply, lighting; water supply, fire prevention and fighting; rainwater drainage, wastewater - with a total land use area of 3.75 hectares, population of about 416 people equivalent to 104 resettlement housing units, including items and works: Leveling (area 3.75 ha), Traffic roads including 6 routes (total length of more than 1,161 m), Water supply (total length of pipeline 1,313 m).
People hope to start construction soon
At the site where the Pac Luong residential area will be built, people hope the project will soon be started.
In a makeshift hut covered with a thin tarpaulin, Mr. Nong Van Tram (Coong village, Hung Son commune) quietly tied up tarpaulins that were deflated by the wind, eyes looking towards the black clouds on the top of the mountain.
"In early March, after receiving a notice of land acquisition, we demolished the house to temporarily live in. It was thought that the resettlement area would be started immediately, but until now, the shape of the machinery has not been seen. When it rains, the water is inundated, and I can't sleep well. Although it is a hundred-favorite inconvenience, we still accept it because we believe that the project will be implemented soon" - Mr. Tram shared.

Not far away, Mrs. Loc Thi Sen (Hung Son commune) and her two children built a temporary hut next to the stream. The worry of the rainy season fell on the shoulders of a woman nearly 70 years old.
"The land has been handed over, the houses have been demolished, now there is only a temporary hut. It's unbearable in sunny weather, but if it rains, all you have to worry about is landslides. We don't know where to turn, just hope the government will soon arrange a stable place to live" - Ms. Sen choked up.
According to the leader of the Trang Dinh District Construction Investment Project Management Board, the investor will request contractors to urgently implement the construction, expected to start construction before June 30, 2025.
According to the plan, the implementation process will simultaneously dredge the land surface layer of the project area and use excess land from the Dong Dang - Tra Linh expressway to build the resettlement area.
Up to now, about 90 households in 5 communes including Chi Lang, De Tham, Hung Viet, Hung Son and Chi Minh have registered to receive land in the concentrated resettlement area.
We aim to complete the land before the Lunar New Year 2026 to hand over to households. After that, the electricity and water systems will be constructed in parallel to ensure that people can stabilize their lives" - the leader of the Trang Dinh District Construction Investment Project Management Board informed.
