The Forward Command Department was established to serve the direction and operation of response to storm No. 13.

On November 5, 2025, the Department of Rescue - Rescue (Ministry of the General Staff of the Vietnam People's Army) issued Official Letter No. 3841/CHCN-TT signed by Major General Pham Hai Chau on the establishment of the Forward Command to serve in directing and operating the response to storm No. 13, sent to: Military Region 4, 5: Army Corps of Information and Communications; Military Industry - Telecommunications Group.

The document clearly stated that, implementing the direction of Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Civil Defense Steering Committee on the implementation of response work to storm No. 13 on the morning of November 5, 2025; to proactively respond to storms that cause heavy rain, floods, inundation, flash floods, landslides, minimizing damage to the lives and property of the State and the People; the Department of Rescue - Rescue proposed:

The Military Command of Military Region 4 and 5 directs the Military Commands of the provinces expected to have storms making landfall, prepare plans, maps, forces, vehicles, food, and necessities prepared for embankment in key areas at risk of floods, inundation, and landslides to report to the Working Group at the Forward Command.

The Military Region 5 Command directed the Gia Lai Provincial Military Command to advise the Provincial People's Committee, prepare necessary conditions (session rooms, logistics work...), establish a Forward Command Department (at the Gia Lai Provincial Military Command) to serve the Government, the Prime Minister, and the National Civil Defense Steering Committee to direct and manage the response to storm No. 13.

The Military Industry - Telecommunications Group, the Information and Communications Corps coordinate with Military Region 5 and relevant agencies to ensure smooth communication in all situations; ensure communication lines to serve the Government, the Prime Minister, and the Ministry of National Defense to direct and operate civil defense work.
