Organized without a license
On November 26, the Department of Health of Quang Binh province said that recently, many medical examination and treatment facilities, organizations and individuals have paid attention to and implemented humanitarian medical examination and treatment activities for people in the province.
However, through monitoring and grasping public opinion, the Department of Health of Quang Binh province found that some units and facilities organizing humanitarian medical examination and treatment were not really effective and did not ensure the conditions according to regulations.
In which, the organization did not have a license from the Department of Health; under the name of humanitarian and free medical examination and treatment, but distributed health insurance drugs; organized examinations to advertise and attract patients to come to their facilities for examination and treatment...
Therefore, the Provincial Department of Health has requested relevant agencies, units, and People's Committees of districts, towns, and cities to coordinate to rectify humanitarian medical examination and treatment in accordance with regulations, purposes, and meanings, and to prevent abuse, fraud, and profiteering of the Health Insurance Fund.
Before conducting mobile humanitarian medical examination and treatment activities, medical examination and treatment facilities, organizations and individuals must carry out the procedure of "Permission to organize humanitarian medical examination and treatment activities in batches, mobile medical examination and treatment in cases specified in Clause 1, Article 79 of the Law on Medical Examination and Treatment or individuals conducting humanitarian medical examination and treatment".
Do not perform without written permission from the Department of Health.
In addition to the application for permission to conduct the activity, a list of members participating in humanitarian or mobile medical examination and treatment must be included. This must clearly state the name and a valid copy of the professional license of the person responsible for technical expertise. At the same time, there must be a plan to organize humanitarian or mobile medical examination and treatment.
When organizing humanitarian medical examination and treatment, the prescribed conditions must be ensured. Humanitarian medical examination and treatment must not be performed without written permission from the Department of Health. Humanitarian medical examination and treatment must not be used to commit fraud, profit from the health insurance fund, advertise, attract patients... affecting the use of the health insurance fund and the rights of patients.
The Department of Health also requested units and localities to coordinate and support the health sector to notify organizations and individuals conducting humanitarian medical examination and treatment activities or mobile medical examination and treatment in the area to know and implement in accordance with regulations.
The Health Department of districts, towns and cities also strengthens the inspection and supervision of humanitarian medical examination and treatment activities that do not comply with regulations. From there, promptly correct and overcome the situation of organizing and implementing without written permission from competent authorities.
