Currently, the flood level on the rivers has dropped below the warning level II. According to the National Center for Hydro-Meteorological Forecasting, from November 4, there is a possibility of widespread heavy rain in the locality.
In order to proactively respond to natural disasters, especially large floods that may occur continuously and last for a long time in the coming time, the Provincial People's Committee requests localities and units to promptly and effectively implement disaster prevention, overcoming consequences, and rescue.
The goal is to follow the motto "4 on-site" with the most proactive, timely and drastic spirit to ensure safety of life and minimize damage to property of the people and the state.
Urgently implement measures to reinforce and protect key irrigation reservoir dams, especially medium and small reservoirs that are full of water and at high risk of insecurity; arrange forces to be on duty, have plans to proactively evacuate downstream residents to ensure safety in case of an incident; review and arrange forces, materials and means to be ready to deploy for rescue when an incident occurs.
Sectors, units and localities direct and organize the supervision of the safe operation of reservoirs and irrigation dams in the area according to approved operating procedures, and proactively handle and promptly report situations arising during operation.
For reservoirs with operating procedures, regulate the reservoir according to the lowest water supply restriction line to prevent adverse weather developments.
For reservoirs without gates, urgently operate and regulate the reservoir by releasing water through the intake culvert to catch floods during the next rains.
The authorities organize 24/7 duty during rain and flood periods; regularly report on the safety of irrigation works, construction incidents, water levels and construction operations to the authorities for timely handling.
